Axne bill on corporate profit shifting clears US House committee

News

May 13th, 2021 by Ric Hanson

(Radio Iowa) –  Iowa Congresswoman Cindy Axne is sponsoring a bill designed to force big corporations to disclose how many jobs they outsource to other countries and if they’re using so-called tax havens in other countries to avoid paying U.S. taxes.  “In 2017, US corporations booked $32 billion of profits in Bermuda despite having 547 employees there. That’s something like an efficiency rate of $130 million per employee. Come on. I know Iowans are efficient when it comes to work, but that’s crazy,” Axne says. “That’s $32 billion in profits that’s been off-shored — they’re not paying taxes on that.”

Axne’s bill has cleared the U.S. House Financial Services Committee and similar legislation has been introduced in the U.S. Senate. Axne, a Democrat from West Des Moines, says it’s a fairness issue. “The large, multinational corporations are shifting those profits around and avoiding taxes,” Axne says, “while our Main Street businesses are paying their taxes and they’re struggling to make ends meet.”

If Axne’s bill becomes law, corporations with shareholders would have to publicly disclose details about operations on a country-by-country basis. Axne says it would show how many employees are based outside the U.S. and how much company revenue and profits are being claimed as being earned outside the U.S. “Once you disclose this, there is an obvious understanding of how much money we’re missing out in taxes because businesses are taking advantage of opportunities that the everyday Iowan, the everyday American doesn’t even know about,” Axne says, “or even have a chance to do.”

Axne’s bill would work in tandem with tax changes the Biden Administration is seeking to reduce the incentives for corporations to shift profits to low-tax countries in order to avoid U.S. corporate taxes.

Iowa livestock group rails on USDA for limiting COVID relief to producers

May 13th, 2021 by Ric Hanson

(Radio Iowa) – Some livestock producers in Iowa saw little or no financial aid during the latest round of federal COVID-19 relief payments. The Iowa Cattlemen’s Association is sending a letter to U.S. Ag Secretary Tom Vilsack regarding payment limitations. Cora Fox, the association’s director of government relations, says the U-S-D-A was slow in putting out additional COVID payments intended for cattle producers and put a limit on them. Fox says, “Unfortunately, there are producers that carried quite a bit of risk due to their investments and they actually did not receive any additional assistance in this most recent round.”

The Cattlemen’s Association said in the letter that it wants the agency to know the payment limitations don’t fit what Congress intended. “Congress felt that cattle producers were not adequately compensated and that’s why we were explicitly included in that appropriations package,” Fox says. “Congress went as far as to provide the formulas and make stipulations regarding those payments. They did not, however, include a payment limitation.” Fox says there are many Iowa cattle producers who experienced significant losses and were denied pandemic funds, while others, who had minimal losses, were paid in full.

“USDA didn’t have any discretionary authority there in interpreting the directive, deciding how much anyone should get paid, anything like that, on a per head basis, yet they’re utilizing a payment limitation from last year,” Fox says. “What it’s done, it’s really missing the mark on a specific group of cattle producers that had significant losses.”

She says several feeder cattle operators who are struggling were completely left out of the aid due to the U-S-D-A-imposed payment limitations.

$1 million state grant sought for repaving 33-mile Sauk Rail Trail

Ag/Outdoor, News

May 13th, 2021 by Ric Hanson

(Radio Iowa) – The Carroll City Council has approved providing 100-thousand dollars in matching funds if a state grant application to repave part of the Sauk Rail Trail comes through. The 33-mile trail runs from Swan Lake State Park just southeast of Carroll to Lake View, near Black Hawk Lake State Park. Carroll City Council member Carolyn Siemann says she’s gotten feedback on the project from residents. “I have to say after we discussed a while back a couple of people said they’re happy we’re expanding, but they also know upkeep and maintenance is so important, too,” she says, “so there is enthusiasm for this.”

The trail is eight-foot wide and Carroll City City Manager Mike Pogge-Weaver says the plan would be to put a five-inch concrete surface on top of the asphalt. “There are some areas where the trail has deteriorated to a level where they’ll remove existing asphalt and replace with concrete and then additionally, under bridge underpasses, they’ll remove the asphalt and put in concrete, so they don’t raise the level in those areas,” he says, “just for clearance reasons.”

The Carroll County Board of Supervisors also has voted to provide 100-thousand dollars in matching funds if a one-MILLION dollar state grant comes through. The Iowa D-O-T has has set aside five million dollars for repairing trails and grant applications are due next week.

Cass County Assessor accepts a position with the City of Ames

News

May 13th, 2021 by Ric Hanson

(Atlantic) -Long-time Cass County Assessor Brenda Nelson tells KJAN News she has accepted a similar position with the City of Ames, and will be leaving the County in less than two-weeks. Nelson was one of two finalists interviewed in April for the Assessor’s job in Ames. A city assessor is responsible for assessing all real estate within city limits to determine property taxes. The position in Ames became vacant after former City Assessor Greg Lynch decided to retire after 15 years on the job. Nelson is a native of Elk Horn. Her father became a field appraiser and worked for the Shelby County Assessor’s Office for 13 years. In 1997, Nelson followed his footsteps.

Cass Co. Assessor Brenda Nelson

She applied for a job in the Cass County Assessor’s Office, was hired by her predecessor Linda Campbell, and when Campbell retired, took over the post she’s held, since 2003.

She was offered the City of Ames Assessor’s job Wednesday evening (May 12th). She says she’ll be leaving Cass County in a couple of weeks. In fact her last day on the job is May 26th.

Once she leaves office, Cass County Auditor Dale Sunderman will fill her position until a replacement is found. Nelson acknowledges finding her replacement will likely not be easy, because of the requirements and a shortage of available candidates. The County has an option for finding an interim or shared Assessor, if a full-time person cannot be found.

The matter will likely be discussed during a Conference Board meeting set for this evening at 5:30, which Nelson plans on attending. She told KJAN News in Ames she’ll have a larger staff, which she’ll have to rely on initially, because of the expanded scope of her responsibilities.

Brenda says she thanks all the people she’s worked with over the years in Cass County.
