VIERA, Fla. (AP) — Max Scherzer had another solid outing and Ryan Zimmerman made his spring training debut as the Washington Nationals and the St. Louis Cardinals played to a 4-4 tie on Sunday. Zimmerman, bothered by plantar fasciitis in his left foot since early last season, singled and drove in a run in his first spring at-bat. Scherzer allowed one run and two hits over four innings. He walked one and hit two batters, but also struck out five.

St. Louis starter Michael Wacha was touched for three first-inning runs and allowed six hits while striking out two. He also was charged with a balk and a wild pitch in his two full innings of work. Jeremy Hazelbaker had two hits, scored twice and drove in a run for the Cardinals. Bryce Harper hit a two-run double off Wacha in the first inning.

Records request denial highlights Iowa lawmakers’ authority

News

March 13th, 2016 by Ric Hanson

DES MOINES, Iowa (AP) — Iowa lawmakers are exempt from releasing their work emails or daily schedules to the public because they determine their own rules on such matters, and the Iowa Supreme Court has upheld that authority. Legislative staffers cited the Iowa Constitution in their records request denial to The Associated Press, which sought the documents for Senate and House leaders.

The AP requested information for legislative leaders in all 50 states as part of Sunshine Week, a national initiative to promote government transparency and freedom of information. The request turned up as many denials as approvals.

Iowa’s constitution says the General Assembly can determine its rules, and the Iowa Supreme Court decided in 1996 that this includes record confidentiality policies. Some lawmakers say the system ensures constituents can confidently contact elected officials.
