SAC CITY, Iowa (AP) – A judge has set bond at $1 million for a woman charged with fatally shooting a man in her western Iowa home nearly a decade ago. Tracey Ann Richter-Roberts is charged with first-degree murder in the death of Dustin Wehde in December 2001. She was arrested last month in Omaha, Neb. and brought to Iowa, where she had been held without bond in the Sac County jail.

A bond hearing was held last week. Judge Gary McMinimee set her bond today (Tuesday). Richter-Roberts claimed she shot Wehde in self-defense after he and another man broke into her house in Early. No charges were brought against her at the time. The investigation was reopened in 2009. Authorities arrested Richter-Roberts after finding new evidence, which they have declined to describe.

The Atlantic City Council will hold the second and final readings of an ordinance establishing new ward boundaries for the City, during their meeting Wednesday evening, at City Hall. The City Clerk is required to draw-up new ward boundaries per Iowa Code, as the result of the 2010 census. Following the census, Ward 3 showed a decrease in population, while the population in Ward 5 increased significantly, compared to the other three wards. The ordinance must be adopted by September 1st.

The Council will also consider a recommendation by Snyder and Associates Engineers, in Atlantic, for a contract with Redler Excavation to remove and replace the street manholes at 11th and Cedar and 1111 Locust, along with sewer repairs at 5th and Oak Streets. Redler provided the lowest cost proposal for the project.

In other business, the Council, Wednesday, will act on a Resolution granting a sewer line easement to Andrew J. Knuth, who was offered to pay the City $50 for the easement, which would allow him to replace the sewer line for his law office building. City Attorney Dave Wiedersteen will recommend the Council accept Leistad’s offer.
