Sports betting rules set to be approved Tuesday

News, Sports

July 29th, 2019 by Ric Hanson

(Radio Iowa) — Sports gambling will take the final step toward becoming reality Tuesday during a special meeting of the Iowa Racing and Gaming Commission. Commission administrator Brian Ohorilko says the regulators will take a vote on the emergency rules. “This is the same package that was commented on back on July 11th. There were a few changes made as a result of those comments and public input. The package continues to evolve, and at this point it will be considered for emergency adoption,” Ohorilko says.

The only comments at that July 11th public hearing were from gambling and sports betting representatives, as noone from the general public made comments. He says the emergency adoption allows things to be set in motion. “The commission will need to go through the standard rule-making process before anything will be in final form. And so, it’s reasonable to expect that the package that’s being voted on Tuesday could changes as the rules go through the normal process,” Ohorilko says.

Ohorilko says the earliest Iowa’s 19 casinos could take bets would be the middle of next month. “On this emergency package — there is language indicating that the rules would be effective July 30th — with wagering and contests beginning no earlier than on August 15th at noon,”according to Ohorilko. The casinos can offer on-line wagering and or take sports bets at their facilities. He says the casinos have been rapidly working to build the sports book areas, but some may not be ready right at the deadline.”We know one will not be ready for sure and then it will depend on the others in terms of how the construction is coming along and if they’re ready to go at each of the sites,” he says.

Ohorilko says most of the casinos are shooting for an opening of their on-site sports betting parlors near the end of month. “I think the goal for most of the properties is to be up and running before football season,” Ohorilko says. “And so, the August 15th date isn’t really maybe as critical for those companies. Although those that are ready to go on that date will be able to dip their toe in the water a bit and start accepting wagers on baseball and other sports.”

The casinos can create their own betting apps, or team with a company that will provide them. Ohorilko says the apps include the ability to know the user’s location, and the online betting will not work unless the geolocation provider can identify that the person is located within the state of Iowa. The special meeting Tuesday is at 10 a-m at the Drury Inn and Suites in West Des Moines.

KANSAS CITY, Mo. (AP) — In a startling scene, Cleveland Indians pitcher Trevor Bauer suddenly heaved the ball from just past the mound over the center field wall while being taken out of the game in a 9-6 loss to the Kansas City Royals. Bauer said he had been frustrated, and apologized for his actions in a statement after the game.

ST. LOUIS (AP) — George Springer led off the game with a home run, Jose Altuve and rookie Yordan Alvarez also connected and the Houston Astros beat the St. Louis Cardinals 6-2. The Astros have won nine of 11, including two of three in this interleague matchup of division leaders. Paul Goldschmidt’s team record-tying streak of six straight games with a home run ended for St. Louis. He singled in five at-bats.

ST. JOSEPH, Mo. (AP) — Tyreek Hill was contrite but repentant in his first comments since he was banished from the Kansas City Chiefs following an audio recording in which his then-fiancee accused him of hurting their son. The star wide receiver declined Sunday to discuss the specifics of his case, which wound to a conclusion late last week when the NFL declined to punish him for violating the league’s personal conduct policy. But he did apologize for the precarious situation it left the Chiefs in this past offseason.

DES MOINES, Iowa (AP) — Dalilah Muhammad broke a 16-year-old world record in the 400-meter hurdles by finishing in 52.20 seconds on a drizzly night at the U.S. championships. With puddles on the track, the reigning Olympic champion eclipsed the mark of 52.34 seconds set by Yuliya Pechonkina of Russia on Aug. 8, 2003.

DES MOINES, Iowa (AP) — Noah Lyles, Christian Coleman, Rai Benjamin and Shakima Wimbley are part of the next wave of athletes ready to make their mark at the world championships this fall in Doha, Qatar. ATLANTA (AP) — Following a 17-year career with the Kansas City Chiefs and Atlanta Falcons, Tony Gonzalez is set to be inducted into the Pro Football Hall of Fame. He has the second most catches in NFL history, behind Jerry Rice. Gonzalez helped revolutionize the tight end position.

ST. LOUIS (AP) — George Springer has become a master at setting the tone for the Houston Astros. Springer led off the game with a home run, Jose Altuve and rookie Yordan Alvarez also connected and the Astros beat the St. Louis Cardinals 6-2 Sunday. Houston has won nine of 11, including two of three in this interleague matchup of division leaders.

Paul Goldschmidt’s team record-tying streak of six straight games with a home run ended for St. Louis. He singled in five at-bats. Springer hit the second pitch of the game from Dakota Hudson over the wall in left for his seventh leadoff homer of the season and the 31st of his career.

The 2017 World Series MVP is second on the Astros’ all-time leadoff home run list. Hall of Famer Craig Biggio finished his career with 53. Chiefs’ Hill contrite, repentant in first public comments

ST. JOSEPH, Mo. (AP) — Tyreek Hill was contrite but repentant in his first comments since he was banished from the Kansas City Chiefs following an audio recording in which his then-fiance accused him of hurting their son. The star wide receiver declined Sunday to discuss the specifics of his case, which wound to a conclusion late last week when the NFL declined to punish him for violating the league’s personal conduct policy. But he did apologize for the precarious situation it left the Chiefs in this past offseason.

They were poised to make their first selection in the NFL draft when the audio aired on a local TV station. The Chiefs quickly suspended Hill from all team-related activities and, uncertain of his future with the organization, used a second-round pick on speedy wide receiver Mecole Hardman. Ultimately, the local district attorney decided there was not enough evidence to pursue a criminal charge. Then last week, the NFL and the Chiefs said Hill was cleared to report to training camp.

ST. LOUIS (AP) — Carlos Correa hit his first career grand slam and the Houston Astros withstood yet another home run by Paul Goldschmidt, beating the St. Louis Cardinals 8-2. Correa drove in five runs, but left in the ninth inning after getting spiked on a slide. Goldschmidt homered in his sixth straight game, tying a Cardinals record with Matt Carpenter and Mark McGwire. St. Louis had won six in a row before this loss in an interleague matchup of division leaders.

KANSAS CITY, Mo. (AP) — Jason Kipnis hit a grand slam in the first inning, and Mike Clevinger struck out seven and remained perfect against Kansas City as the Cleveland Indians routed the Royals 9-1. Clevinger allowed one run on eight hits in seven innings and didn’t walk a batter.

ST. JOSEPH, Mo. (AP) — Thousands of Chiefs fans chanted Tyreek Hill’s name as he pranced toward the practice field for the first full-squad workout of training camp. It was the first time the star wide receiver has practiced with his teammates since the AFC title game. Hill thumped his chest, signed autographs, high-stepped across one practice field and played to the fans just over a week after the NFL said he would face no punishment from a messy offseason situation.

DES MOINES, Iowa (AP) — Allyson Felix finished sixth in the 400-meter final at the U.S. championships and missed out on qualifying in an individual event for worlds for the first time as a professional. Felix fell behind early and couldn’t make up ground as she returned to competition eight months after having a baby. Shakima Wimbley won the 400 in a time of 50.21 seconds.

KANSAS CITY, Mo. (AP) — The Kansas City Royals have traded left-handed reliever Jake Diekman to the Oakland Athletics for two minor league prospects. The deal came as part of a flurry of roster moves before the Royals played the Cleveland Indians. Kansas City also recalled oft-injured pitcher Kyle Zimmer and first baseman Ryan O’Hearn from Triple-A Omaha. First baseman Lucas Duda was designated for assignment.

NEWTON, Iowa (AP) — Chase Briscoe passed Christopher Bell with seven laps to go and won the NASCAR Xfinity race at Iowa Speedway on for his first victory of the year. Briscoe’s only other Xfinity victory came last season on Charlotte’s roval.

DES MOINES, Iowa (AP) — Allyson Felix finished sixth in the 400-meter final at the U.S. championships and missed out on qualifying in an individual event for worlds for the first time as a professional. Felix fell behind early and couldn’t make up ground Saturday as she returned to competition eight months after having a baby. Shakima Wimbley won in 50.21 seconds.

The 33-year-old Felix can still make the U.S. relay team for the world championships in Doha this fall. She’s made every world outdoor team, beginning in 2003.
A six-time Olympic gold medalist, Felix said her training is all geared toward the Tokyo Games next summer.

Fred Kerley upset Michael Norman for the men’s 400 title. Paralympian Blake Leeper was fifth and has a chance to make the relay squad. Leeper was born with both legs missing below the knee.
