An armed robbery at a convenience store in Council Bluffs has resulted in an arrest. Bluffs Police say 28-year old Justin Dilley, of Council Bluffs, was arrested for 1st Degree Robbery following an investigation into the incident which was reported at around 12:34-a.m. at the Kum & Go Store, located at 154 Bennett Avenue, in Council Bluffs.

Authorities says Dilley entered the store, went directly to the counter and confronted the clerk on duty. He was allegedly brandishing an approximate four-inch bladed knife when he demanded the clerk open up the cash register. After obtaining an undetermined amount of cash, Dilley directed the clerk into the bathroom. He also allegedly attempted to get the clerk’s cell phone from her, but was unsuccessful.

The man left the the store on foot, wearing a dark zip-up hooded sweatshirt, black ski mask, jeans and work-style gloves. Upon the initial investigation by Uniform Officers, Dilley was found to be a suspect in the case. He was located at 136 Bennett Avenue. During a search of the man’s apartment, officers recovered several clothing items worn during the incident, as well as a knife and an undetermined amount of cash. A further investigation also Dilley to the robbery that occurred at the Kum & G0 Store on June 24th.

Dilley was booked into Pottawattamie County Jail for the most recent robbery. An arrest warrant was expected to be issued in connection with incident that took place in June, with an additional charge of 1st Degree Robbery. Authorities are continuing their investigation into the incidents.

SIOUX CITY, Iowa (AP) – A woman has died after the vehicle she was in rolled over in rural Sioux City. Authorities say the vehicle rolled several times, and the woman was partially ejected. She was taken to a hospital in Le Mars and was pronounced dead.

COUNCIL BLUFFS, Iowa (AP) – A former Council Bluffs high school math teacher is scheduled to be sentenced in November after being convicted in his sex-with-students case. Jeffrey Daugherty pleaded guilty to felony sexual abuse by a counselor, therapist or school employee and nine misdemeanors. Prosecutors dropped two other felony charges in return for Daugherty’s pleas.

STORM LAKE, Iowa (AP) – A jury has found a northwest Iowa man guilty of forcing his wife to terminate two pregnancies. The Storm Lake man was convicted of two counts of forced consent to termination of human pregnancy and two counts of assault. The jury deliberated for nearly 11 hours.

DES MOINES, Iowa (AP) – The company proposing to build an oil pipeline across Iowa has awarded construction contracts for some of the work. Dakota Access says Michels Pipeline and Precision Pipeline would provide workers for construction of the pipeline. Michels Pipeline is expected to construct segments in Iowa, South Dakota and North Dakota.

SIOUX CITY, Iowa (AP) — A man accused of killing a Sloan resident says news coverage about the case would lead to an unfair trial, so he wants it moved out of Woodbury County. The Sioux City Journal reports that 30-year-old Timothy Schroeder also asked in a handwritten motion Thursday that the court appoint an investigator and a second attorney to help Schroeder with his case. He did not name a county he preferred for his trial.

Schroeder was arrested in February and charged with murder in the slaying of 29-year-old Dustin Wilder. Schroeder’s wife told investigators that he fired two or three shots inside Wilder’s home. Wilder was later found unconscious and was pronounced dead at the scene. A hearing on Schroeder’s requests is scheduled for Oct. 6.

Search warrants executed at two residences in Crawford County resulted in numerous individuals arrested on drug charges, Monday night. The Crawford County Sheriff’s Office reports at approximately 7:15 pm, sheriff’s deputies from the Crawford and Shelby County Sheriff’s Offices, Officers with the Charter Oak, Denison and Manning Police Departments, and Iowa State Patrol conducted search warrants on two locations in Charter Oak. The locations were 107 Walnut Ave. and 862 1st Street. As the result of the search warrants several individuals were arrested and transported to the Crawford County Jail in Denison, on various charges.

The Atlantic Area Chamber of Commerce Ambassadors visited Brown’s Shoe Fit this past week, and were able to view all of the wonderful changes the store has undergone. The “Reopen 2nd Floor of City Hall” committee will hold an informational meeting Thursday, September 24, 2015 at 5:30 at the City Hall Council Chambers, in Atlantic. The meeting will give members of the public a tour of the second and third floors of City Hall that have been closed to the public for approximately 40 years. The meeting will also explain how Local Option Sales Tax (L.O.S.T.) could be used to pay for a $875,000 bond to cover the cost of the remodel project.

The project will make City Hall ADA compliant by installing an elevator from the basement to the third floor. The ballroom will be refurbished and made available for public gatherings or private meetings. The electrical system will be updated to current standards. A serving kitchen and ADA compliant restrooms will be added in the area of the former fire department rooms.

A conference room will be created on the second floor and a second conference room will be available on the third floor. Potential uses for the ballroom and conference rooms that have been suggested include, but are not limited: art shows; bad weather backup for outdoor events; club & community group meetings; community band & choir; conferences; corporate meetings, and City Council meetings, when a larger crowd will attend.

The total cost of the project will be $975,000, but the Atlantic City Council has already approved $100,000 to go toward the installation of an elevator to make the building ADA compliant. The elevator has not yet been installed so those funds will go toward the project and reduce the amount of the bond to $875,000.

Local Option Sales Tax is the 1% sales tax in addition to the 6% state sales tax on purchases made locally. City officials say L.O.S.T. funds brought in nearly $849,190 to the City of Atlantic last year. The average revenue from L.O.S.T. funds over the past 10 years has been $746,367.30. The amount required to repay the bond in 30 years will be approximately $60,000 annually, or 8% of the average L.O.S.T. revenue. L.O.S.T. funds will still be available for the City to use toward other projects each year.

The Council Bluffs Police Department released information on a recent incident involving an injured infant.  On Sunday, September 20th at 1:22 am Council Bluffs Medics were dispatched to an apartment at 542 Woodbury Avenue, for a five month old child with labored breathing. The child was transported by ambulance to Mercy Hospital, where it was discovered she had a skull fracture and bleeding on the brain. The child was then transferred to Children’s Medical Center in Omaha, where she remains in serious, but stable condition.

The Council Bluffs Police Department’s Criminal Investigation Division is investigating the cause of the girl’s injuries.

DES MOINES – Iowa Secretary of Agriculture Bill Northey today commented on the Iowa Crops and Weather report released by the USDA National Agricultural Statistical Service. The report is released weekly from April through October.

“The warm and windy weather helped the crop continue to mature and widespread harvest will likely start in the next week or two,” Northey said. “We are in the midst of National Farm Safety and Health week, which runs from September 20 to 26, and is a great reminder to everyone working on the farm or traveling through rural areas to be careful and stay alert during the harvest season.”

CROP REPORT

A windy, warm, and mostly dry week aided crop maturity for the week ending September 20, 2015, according to the USDA, National Agricultural Statistics Service. Statewide there were 4.8 days suitable for fieldwork. Fieldwork for the week included harvesting seed corn, chopping silage, cutting hay, and reports of scattered corn for grain and soybean harvest. Farmers were also preparing farm equipment for the upcoming harvest. Reports indicated seed corn harvest was wrapping up, and corn harvested for grain has had widely varying moisture content.

Topsoil moisture levels rated 0 percent very short, 3 percent short, 86 percent adequate and 11 percent surplus. Subsoil moisture levels rated 0 percent very short, 6 percent short, 82 percent adequate and 12 percent surplus.

Ninety-five percent of the corn crop was in the dent stage or beyond, with 49 percent mature, 5 days ahead of last year, but 5 days behind the 5-year average. Corn condition rated 79 percent good to excellent. Eighty-three percent of soybeans were starting to turn color or beyond, while 48 percent of soybeans were dropping leaves, 5 days ahead of 2014, and 2 days ahead of normal. Soybean condition rated 76 percent good to excellent.

The third cutting of alfalfa hay was 89 percent complete, 1 week ahead of last year, but a week behind the average. Pasture condition rated 67 percent good to excellent. Livestock conditions were reported as good.
