ESTHERVILLE, Iowa (AP) — Residents of a northwest Iowa town say they’re being overwhelmed by the stench from a nearby rendering plant. Emmet County zoning administrator Barb Bohm says Estherville residents have filed more than 300 odor complaints against the Central Bi-Products plant, mostly since May. Emmet County Supervisor Jeff Quastad says the odor from the plant smells “like death, like rotting flesh.”

The county Board of Supervisors has decided to pursue fines against the plant for violating its use permit. Dan Hildebrandt is CEO of Farmers Union Industries, of Redwood Falls, Minnesota, which is the parent company of Central Bi-Products. Hildebrant told Emmet County supervisors in July the plant problems were caused in part by a fire and a management change. He assured supervisors the company was working to make improvements.

One person died and four other were injured during a crash in Mills County, Sunday evening. The Iowa State Patrol reports a 2017 Honda Accord driven by 51-year old Heather Johnson, of Omaha, was traveling west on Barrus Road at around 5:55-p.m., at the same time a 2018 Chevy Silverado, driven by 34-year old Ronnie Russell Ling, of Glenwood, was traveling south on 221st Street.

When the Accord ran through a stop sign, it was hit broadside by the pickup. Both vehicles came to rest upright in a field west of the intersection. 33-year old Iris Gandara, of Omaha, died at the scene. Heather Johnson was transported by LifeNet to the UNMC in Omaha.

Passengers injured included: 27-year old Mariana Nieto, of Omaha, who was transported to Jennie Edmundson Hospital in Council Bluffs; 50-year old Marvin Ray Elmquist, of Sarasota, FL, who was flown by LifeNet to the UNMC; 10-year old Austin Ling, of Glenwood, who was transported by Silver City EMS to the UNMC, and six-year old Adam Ling, of Glenwood, who was transported by Lewis Township EMS to the UNMC.

A suspect in the theft of a pickup truck was run over by the vehicle after it crashed during a pursuit in Pottawattamie County. The Council Bluffs Police Department reports that at around 1-p.m. Sunday, a Council Bluffs officer was on the lot of Wal- Mart south,working an accident on the lot when they were approached by a man who had located his stolen F-250 on the lot of Wal-Mart.

When the unidentified suspect in the vehicle theft got into the F-250, the victim and officer ran over to try and stop the him. The victim jumped onto the hood of the truck as the suspect was starting the vehicle. When the suspect saw officer, the suspect fled the area with the victim still on the truck. The suspect fled the area at a high rate of speed and the victim was able to get into the back of the truck. As the victim broke the back window out of the truck to enter they cab area, the suspect went to jump out of the vehicle.

The truck left the roadway and struck a tree on the open driver’s door. The suspect fell under the vehicle and was ran over by a rear wheel. The suspect was transported to Jennie ER and then over to UMNC. The suspect is being treated for serious injuries. Authorities say because warrants are pending in this case, the suspect is not being identified at this time.

ALTON, Iowa (AP) — No injuries were reported when a train derailed in northwest Iowa but 20 of the cars carrying soybean oil and sand fell into the flooded Floyd River.
The Des Moines Register reports the bridge beneath the Union Pacific train collapsed as part of the derailment on Sunday morning. Officials said no hazardous materials leaked into the river.

The Sioux County Sheriff’s Department shot video showing the mangled pile of rail cars and the bridge in the river. Alton City Administrator Dale Oltmans says the derailment happened around 4:30 a.m. Sunday on the outside edge of the small town of Alton, Iowa.

Union Pacific spokeswoman Raquel Espinoza said recent flooding and heavy rain may have contributed to the derailment. The train was traveling from Mankato, Minnesota, to North Platte, Nebraska.

Officials with the Iowa Department of Corrections report another inmate at a residential facility has escaped from a Residential Center. 53-year old Bennie Lee Davis, who was convicted of Domestic Abuse Assault- 3rd or Subsequent Offense in Scott County, walked away from his assigned residential facility in Davenport without proper authorization, Saturday.

Davis is a black male, 6-feet one-inches tall, and weighs 216 pounds. He was admitted to the work release facility on June 13, 2018.  Persons with information on Davis’ whereabouts should contact local police.

On Saturday, the I-DOC reported 44-year old Charles Anthony Ware, who was also convicted of Domestic Abuse Assault, 3rd or Subsequent Offense, in Black Hawk County, failed to report back to the Waterloo Residential Center as required Friday. Ware is a black male, height 6’2″, and weighs 197 pounds. He was admitted to the work release facility on August 21, 2018.

DUBUQUE, Iowa (AP) — New federal maps show that fewer buildings in Dubuque are at risk of flooding. The Dubuque Telegraph Herald reports that the Federal Emergency Management Agency recently updated flood insurance maps for the area that were last changed in 2011. The new maps remove more than 40 buildings from areas where flood insurance is required.

The current flood insurance rate maps list 236 structures in the 100-year flood plain.
Assistant City Planner Wally Wernimont says the new maps are based on more accurate information. They will be used to help guide development plans in the area.

The Sioux City Journal reports that 48-year-old Tillie Aldrich and 47-year-old Jessica Webster were each sentenced Friday in Omaha’s federal court to five years of probation and ordered to pay restitution. Webster must repay $89,000 and Aldrich must repay $13,404.

MOORLAND, Iowa (AP) — Authorities in north-central Iowa say a woman’s body has been pulled from inside a submerged car. Television station KCCI reports that Webster County Sheriff’s deputies were sent to a pond east of Moorland after a caller reported that a car ran off Highway 20 and into the pond Friday morning. The woman’s body was found when the car was pulled from the water. An autopsy has been ordered.

AMES, Iowa (AP) — Iowa State honored slain golf star Celia Barquin Arozamena with an elaborate ceremony ahead of the Cyclones’ football game against Akron. Iowa State’s band used a formation that spelled out Barquin’s initials. Both teams wore a decal on their helmets in her memory. A tribute to Barquin played on a video screen before a moment of silence. The 22-year-old from Spain was killed on Monday while she played at Coldwater Golf Links in Ames.

OMAHA, Neb. (AP) — The amount of water being released into the lower Missouri River will be temporarily reduced because of recent heavy rains in southeastern South Dakota and northwestern Iowa. The U.S. Army Corps of Engineers says it is reducing the amount of water being released from the Fort Randall and Gavins Point dams to allow area rivers to return to normal levels.

MOORLAND, Iowa (AP) — Authorities in north-central Iowa say a woman’s body has been pulled from inside a submerged car. A tribute to Barquin played on a video screen before a moment of silence, and fans were also asked to wear yellow, one of Iowa State’s main colors and a nod to Barquin’s Spanish roots. Most of the roughly 60,000 fans in attendance complied with yellow and with golf shirts on a chilly morning in central Iowa.

Barquin, 22 and a native of Puente San Miguel, Spain, was killed on Monday while she played at Coldwater Golf Links in Ames, a course that sits less than a mile east of Jack Trice Stadium.

Before her death, Iowa State had planned to honor Barquin on the field to celebrate her being chosen the school’s female athlete of the year. “I think it’s fantastic. The tribute is amazing. But ultimately, it would have been perfect if she could have been here for her tribute, which was going to happen anyway.” said Ed Hamilton, a retired police officer from nearby Ankeny.

Barquin, the Cyclones’ first conference champion in 25 years, was finishing up her degree at Iowa State and working toward her ultimate goal of becoming a professional golfer. Barquin competed in the U.S Women’s Open earlier this summer, and coach Christie Martens said she was approaching “the pinnacle of her career.”

“Iowa State fans are very loyal. We haven’t had too many winning football teams over the years. Yet the fans turn out. There’s a great loyalty here — but it spills into other sports as well,” said Iowa State fan Kent Hollrah of Denison, Iowa.

Collin Richards, also 22, has been charged with first-degree murder in Barquin’s death. Police said Richards stabbed Barquin and left her body in a pond on the course, where it was found after other golfers noticed her abandoned bag.

Cyclones coach Matt Campbell also wore an Iowa State golf hat on the sideline to show solidarity with his colleagues. “Be with all of us today Celia, your legacy will forever live on & we are forever grateful for your impact. Much love from your Cyclonitas,” Iowa State linebacker Willie Harvey tweeted earlier Saturday, using the nickname that Barquin had for her teammates.
