The Atlantic Police Department reports three residents were arrested recently. Last Saturday (Dec. 13th), 22-year old Michael McConnell, of Atlantic, was arrested for Assault Causing Bodily Injury; Disorderly Conduct; and Public Intoxication. McConnell was booked into the Cass County Jail. That same day, 64-year old Dean Adams, of Atlantic, was arrested for Public Intoxication. Adams was booked into the Cass County Jail.

And, on Friday (Dec. 12th), 37-year old Richard D. Smith, of Atlantic, was arrested on a Cass County Warrant for Domestic Abuse Assault. Smith was also booked into the Cass County Jail.

The body of a man who went missing in Lake Manawa after the canoe he was in capsized Sunday afternoon, has been found. KETV in Omaha reports the victim was an active duty airman stationed at Offut Air Force Base. His name has not yet been released. The body was discovered at around 11-a.m. today (Monday).

The victim, and another man, 36-year old Benjamin Ferguson, where in a canoe that overturned when it came into contact with ice on the lake on the south side of Council Bluffs. Ferguson managed to swim to shore after about 30-minutes, but the other man slipped below the surface of the lake after trying to cling to the canoe.

Ferguson, who is a Master Sergeant at Offut AFB and assigned to the Air Force Weather Agency, walked to the park ranger’s house to report the incident. He was suffering from extreme hypothermia when he was found, and was transported to an Omaha hospital, where he was expected to fully recover.
Rescuers had called-off a search for the other man Sunday evening, due to darkness.

The Mills County Sheriff’s Office reports a Nebraska woman was arrested Friday, for being a Fugitive from Justice. 18-year old Emilly Nichole Gelvin, of Omaha, was taken into custody at around 5:20-p.m. at 18818 Highway 370. Her bond was set at $1,000.  Also arrested on Friday, was 20-year old Mitchell Stephen Waller, of  Glenwood. Waller was arrested on a Warrant for Probation Violation. His bond was set at $5,000.

And, early Sunday morning, 21-year old Jeremy Lee Booher, of Hamburg, was arrested on a charge of OWI/1st Offense. He was being held in the Mills County Jail on $1,000 bond.

A man arrested last week in Stuart for allegedly stealing pop cans from a local collection box, was also arrested a felony charge of Theft associated with an incident in Central Iowa. The Guthrie County Sheriff’s Office reports on December 10th, Stuart Police responded to a report about a man seen stealing pop cans from a local collection drive. The subject fled the scene and was located hiding in an apartment in Stuart. The suspect was identified as Christopher Grunder.

An eye-witnesses confirmed Grunder was responsible for the theft. During Grunder’s arrest, officers became aware he was in possession of a set of keys to a vehicle. They were able to determine the keys belonged to a stolen vehicle from Ankeny. The stolen vehicle was recovered a few blocks away, in Stuart. Grunder was arrested and transported to the Guthrie County Jail. He plead guilty to the theft of the pop cans, and was subsequently turned over to Polk County authorities.

In Polk County, Grunder faces a felony charge of Theft in the 2nd Degree, for the alleged theft of a motor vehicle in Ankeny. Grunder is also suspected in several other incidents of motor vehicle thefts and burglaries in the city of Ankeny.

The Stuart Police Department was assisted in its investigation by the Adair County Sheriff’s Office, The Guthrie County Sheriff’s Office, and the Ankeny Police Department.

COUNCIL BLUFFS, Iowa (AP) – A grant from Google will help the Council Bluffs Public Library create a so-called makerspace, where people can make use of high-tech tools like a 3D printer. The library’s foundation recently was awarded the $34,600 grant from the Internet company. The Daily Nonpareil reports the foundation has agreed to match Google’s contribution to help cover costs.

A librarian says details about the project are still being worked out. But he says officials hope to start reconfiguring a room on the library’s second floor to be the new makerspace by next year.

A traffic stop south of Denison this (Monday) morning, resulted in one person being arrested on drug charges. The Crawford County Sheriff’s Office reports 42-year old Paul James Burk, of Dow City,was formally charged with Possession of Methamphetamine and Possession of Drug Paraphernalia. His bond was set at $1,000.

Authorities say a vehicle Burk was in was pulled over on Highway 59. The Crawford County K-9 “Bayou” was deployed, and detected the odor of illegal drugs.  A search of the vehicle resulted in the discovery of Methamphetamine and Drug Paraphernalia, which were seized into evidence.

Auditor of State Mary Mosiman today (Monday) released an agreed-upon procedures report on the
City of Griswold, for the period July 1, 2013 through June 30, 2014. The agreed-upon procedures engagement was performed pursuant to Chapter 11.6 of the Code of Iowa.

Mosiman recommended the City review its control procedures to obtain the maximum internal control possible. The City should also establish procedures to ensure an independent review of the City’s utility reconciliation is performed and a monthly City Clerk’s report which includes comparison of budgeted to actual receipts and disbursements, including the beginning and ending fund balance of each fund, is provided to the City Council.

In addition, the City should ensure compliance with Chapters in the Code of Iowa which relate to budget amendments and conflicts of interest, respectively. A review of the City’s procedures resulted in numerous recommendations. They include, but are not limited to:

• The segregation of duties among employees to prevent an individual employee from handling duties which are incompatible.
• The City Council or other independent person designated by the City Council should review the reconciliations and monitor delinquent accounts. The review should be documented by the signature or initials of the reviewer and the date of the review.
• To provide better control over budgeted disbursements and the opportunity for timely amendment to the certified budget, the City Clerk’s monthly financial reports to the City Council should include comparisons to the certified budget by function. Also, the monthly reports should include the beginning balance, receipts, disbursements, transfers and ending balance for each fund.
• The petty cash and change fund should be reconciled to the authorized amount. Procedures should be established to ensure all receipts, including miscellaneous fees, are deposited intact and recorded in the financial system.

Sheriff’s officials in Mills County says a Glenwood man was arrested Saturday. 48-year old Tony Martin was arrested on a Mills county warrant for harassment 3rd degree. Martin’s bond was set at $300.

The Sheriff’s Dept. says also, Glenwood Farm Equipment (a Car wash) reported an incident of  Burglary and Theft, on Saturday. No other details were provided.

Several people were arrested recently, in Creston. Early this (Monday) morning, 46-year old Susan Rae Lemon, of Creston, was arrested for 3rd Degree Theft. Lemon was later released on $2,000 bond. Late Sunday night, 23-year old Bryant Lee McCloud, of Creston, was arrested for Driving While Suspended. He was later released on $300 bond.

Early Sunday morning, Creston Police arrested 19-year old Christopher Thomas White, of Chariton, on a charge of OWI/1st Offense, and, 20-year old Shawn Douglas Shimer, of Des Moines, was arrested at the Union County Law Enforcement Center, for Possession of Marijuana. Shimer and White were later released on $1,000 bond, each.

And, Friday afternoon, Creston Police arrested 40-year old Virginia Jean Keasey, of Adair, on a warrant for Probation Violation. Keasey was taken into custody at the Union County LEC, and transferred to the Ringgold County Jail, where she remained today (Monday), on $10,000 bond.

In other news, Creston Police say Rodney Carlson, of Creston, reported Friday someone had used his money card without permission. The loss was estimated at $842. The incident took place sometime between 8-a.m. and 1-p.m., on Friday.
