IFA offers loans to help provide housing for workers

The Iowa Finance Authority is providing low-interest loans to help development of rental housing for communities with a growing workforce. I-F-A executive director, David Jamison, says the housing must be targeted towards low-to-moderate income renters. The Workforce Housing Loan Program is available to all cities in Iowa on a competitive basis, and part of the process depends on whether the housing provides a long term asset to a community.

“We look at the construction material, the type of constructions, trying to distinguish between essential amenities or luxury amenities obviously, quality construction, and that there’s quality in the energy efficiency,” Jamison says. The program gives special consideration to projects in cities with populations less than 50-thousand people as these communities often have fewer opportunities to apply for grants.

“It goes to their tax base, their access to different federal and state programs. The skills sets, for example a larger community might have someone who is very good at writing grant applications, whereas a smaller community the city clerk might have a full-time job somewhere else,” according to Jamison. The program has a total of five million dollars available and the maximum loan amount per project is the lesser of one million dollars or 50-thousand dollars for each assisted workforce housing rental unit. The loans have a one-percent interest rate and with a maximum term of twenty years.

Atlantic School Board meeting preview

The Atlantic School District’s Board of Education will hold its regular monthly meeting Wednesday evening at a different location. Normally, the Board meets in the Media Center at the High School, but on Wednesday, their 5:30-p.m. session will be held in the Media Center at Schuler Elementary.

During their meeting, the Board will hear from Derek Bair with regard to Construction Technology. They’ll also act on approving various contracts and/or Letters of Assignment for nine district personnel, including: Emma Walker – Assistant Varsity Girls Basketball Coach and Co-Freshman Volleyball Coach; Michelle McLaren, Co-Freshman Volleyball Coach, and six Food Service personnel, as well as an Amended Contract for Kelly Juhl.

The Board will also act on approving various District Policies, including one pertaining to credit cards, and, on approving the District’s Annual Report. The report from Superintendent Dr. Michael Amstein, says “During the 2014-15 school year, the district saw increased student performance in reading, math and science on the Iowa Assessments, continued to increase the graduation rate while decreasing the district’s dropout rate, and high school students continued to score above the state average on the ACT.”

Amstein says also, “Over the past year and into next year, the district will continue to reduce costs associated with operating expense.” He went on to say “…funding from the state over the past six-years continues to be quite inadequate and as like other districts across the state, our school district has experienced some financial pains.” Amstein says “Over the past six-years, the district’s unspent budget [The maximum amount the state allows districts to spend on educating students] has been decreasing. At the end of the 2014-15 school year, the unspent budget authority still remains in the upper range that is recommended by the Iowa Association of School Boards.”

The district, according to Amstein, “Will continue to look for ways to protect the unspent budget and still provide the educational opportunities for our students to assist them in becoming the best and brightest in Iowa.”

Iowa Transportation Commission approves funding for State Recreational Trails Program

The Iowa Transportation Commission today (Tuesday) approved $3.4 million for six State Recreational Trails Program projects. Included among them was the Hospital Connector Trail Bridge, in Manning, which received $222,300.
The State Recreational Trails Program was created in 1988 with the purpose of developing and maintaining recreational trails and trail-related facilities for both motorized and non-motorized trail users. The funding is available to cities, counties, state agencies, local governments, and nonprofit organizations through an annual application-based program.

Shenandoah home invasion suspect arrested

A man who allegedly broke into a residence in Shenandoah and threatened the persons inside was arrested early this (Tuesday) morning after fleeing the home before officers arrived. Authorities say 27-year-old Ryan Johnson, of Shenandoah, faces 1st degree burglary and assault with a dangerous weapon charges, in connection with the incident that happened at around 12:45-a.m., at 201 North Broad Street.

Page County sheriff’s deputies located Johnson and brought him to Shenandoah, where he was being held without bond in the Page County Jail.

Afton man arrested on DOC warrant for Parole Violation

The Creston Police Dept. says a man from Afton was arrested Monday afternoon. 23-year old Taylor Ruble was taken into custody in the 200 block of Pine Street in Creston, on a Dept. of Corrections warrant for Violation of Parole. Ruble was being held without bond in the Union County Jail.

IA DCI and IRGC investigate drugged dogs at Bluffs Run

Officials with the Iowa Racing and Gaming Commission (IRGC) and Iowa DCI (Division of Criminal Investigation) are continuing to investigate positive performance-enhancing drug tests at Bluffs Run Greyhound Park in Council Bluffs. According to the Daily NonPareil, in late September, two dogs tested positive for ractopamine, a drug believed to increase muscle mass, open airways for oxygenation and decrease fat. Officials have not determined how the dogs ingested the drug.

Brian Ohorilko, administrator with the Iowa Racing and Gaming Commission, said the two greyhounds that tested positive for ractopamine, following a race.The positive test at Bluffs Run followed failed tests by 12 greyhounds at Iowa Greyhound Park in Dubuque. The Iowa State University diagnostic lab found the drug in dry food given to the dogs in eastern Iowa.

Officials in the greyhound community said that would be the case in Council Bluffs as well, but tests on dry food used at Bluffs Run came back negative. After the positive tests, both Council Bluffs dogs were taken out of competition while veterinarians determined the adverse affects of the drugs. Ohorilko said the drug – normally administered to livestock, including hogs and cattle – is known to cause heart tissue damage to greyhounds.

The administrator said both dogs were found to be healthy and have returned to racing.

FORT DODGE, Iowa (AP) — Fort Dodge police are still trying to find out who fatally shot a 30-year-old man. Officers found Wendel Clark in his car Wednesday morning, and he was pronounced dead later at a hospital. Webster County Crime Stoppers is offering a $2,500 reward for information that helps solve the case.

DES MOINES, Iowa (AP) — A top Des Moines Republican political consultant has been diagnosed with cancer and is in aggressive chemotherapy treatment. David Kochel, currently a strategist for GOP presidential candidate Jeb Bush, was diagnosed on Saturday, according to a page his colleagues created on the CaringBridge DOT org website. The website reports he is in good spirits.

DAVENPORT, Iowa (AP) — Nine wooden benches have been installed in downtown Davenport as part of a $200,000 effort to decrease flooding in the city. The Quad-City Times reports the three-sided benches surround a cut in the curb that opens to a square pit planted with a tree and filled with soil and rock.

DUBUQUE, Iowa (AP) — A Dubuque metal artist has donated two mechanical sculptures to the city in hopes that the pieces will inspire children to think differently. One of the pieces by Jim Avery is an 11-foot-tall dicycle on which riders sit in the spokes between two wheels, while the other is a bicycle on which riders sit within the wheels. The Dubuque Telegraph Herald reports the pieces were recently on display in the city’s Millwork Distric

 

Statements issued following the passing of Jack Drake

Iowa Governor Terry Branstad and Lt. Gov. Kim Reynolds, Monday, issued statements after learning of the passing of 81-year old Iowa State Representative Jack Drake. Gov. Branstad said “Jack Drake was one of the first volunteers to help organize my campaign for Lt. Governor in 1978. Representative Drake conscientiously served the citizens of southwestern Iowa for many years in the legislature. He was a true gentleman and will be greatly missed. My thoughts and prayers are with the Drake family during this difficult time.”

Reynolds said she “Had the pleasure of working very closely with Jack in many capacities on issues important to rural Iowa. You would be hard-pressed to find a better advocate for his constituents in the Iowa Legislature. My thoughts and prayers are with Shirley and the entire Drake family during this time.”

U.S. Senator Joni Ernst a Republican from Red Oak, said “Jack was a phenomenal voice for our agricultural community and our great state. I was honored to serve with Jack in the state legislature and always valued his hard work and in-depth knowledge on the issues most important to Iowans. Jack was a good friend and he will be greatly missed. Our thoughts and prayers are with his wife Shirley and their family during this difficult time.”

Drake, who died from natural causes Sunday, represented House District 21, which includes parts of Pottawattamie and Cass counties and all of Adams and Union county. Governor Branstad will set a date for a special election for House District 21 at a later date.

Funeral services for Jack Drake will be held 10:30-a.m. Thursday (Oct. 15th) at the Griswold United Methodist Church, where visitation with his family is from 4:30-until 7:30-p.m., Wednesday.
