OMAHA, Neb. (AP) — A planning committee is seeking public input about how to transform riverfront along the Missouri River between Omaha and Council Bluffs, Iowa. The Omaha World-Herald reports that about 200 people attended a Riverfront Revitalization Planning Committee meeting Monday to share what they’d like to see on a large strip of the riverfront. Focus areas include Gene Leahy Mall and Heartland of America Park in Council Bluffs.

Attendees placed stickers next to preferred concepts. Food and beverage kiosks as well as waterfront dining were among the most popular amenities. Co-chair Ken Stinson says the Downtown Riverfront Trust will fund the group’s more than $1 million study on the area.

The next public meeting is Oct. 26, and final design concepts will be shared in January.

The Red Oak Police Department reports the arrest Tuesday of a Red Oak man for Violation of a No Contact/Protective Order. At 4:09pm Officers arrested 53-year-old David Allen Welch in the 2400 block of North 8th Street on the active Montgomery County Warrant.  Welch was taken to the Montgomery County Jail and held on $2,000 bond.

Officials in Mills County have released additional information with regard to the arrest Monday morning, of a woman by Glenwood Police with assistance from Mills County Sheriff’s Deputies. 34-year old Misty Dawn Frazier, of Glenwood, was arrested for Child Endangerment Resulting in Death, and Distributing a Drug to a Minor without a Prescription.

The Mills County Attorney’s Office says on October 19, 2016, the Mills County Communications Center received a 911 call at 502 N Walnut Street in Glenwood for an unconscious and unresponsive eight-year old female, Kathleen Tafta. Glenwood Rescue was dispatched to the scene along with officers of the Glenwood Police Department. Tafta, who is Frazier’s daughter, was transported to Jennie Edmundson Hospital in Council Bluffs where she was pronounced deceased.

Upon review of the preliminary autopsy report, the Mills County Attorney’s Office, the Iowa Division of Criminal Investigation and the Glenwood Police Department opened an investigation into the death of the child. An autopsy showed that she had toxic levels of the antidepressant amitriptyline in her system.

According to court affidavits Tafta was also rushed to the hospital for a seizure on September 29, 2016. At that time Misty Frazier provided false information to medical personnel that her daughter had a prescription for Amitriptyline from another doctor. Doctors believed the seizure was related to the drug and told Frazier to reduce the dosage.

Frazier appeared in Iowa District Court Tuesday and Magistrate Lyle Mayberry set her bond at $35,000. Frazier’s preliminary hearing is set for Oct. 2.

Police in Harlan report the arrested on Sunday, of 20-year old Brandon William Henderson, of Harlan. He was arrested following a call about a domestic in progress in the 1500 block of 7th St.  Henderson was transported to the Shelby County Jail where he was charged with domestic abuse assault, obstruction of emergency communication, child endangerment, interference with official acts, possession of drug paraphernalia, and possession of a controlled substance.

Last Saturday, Harlan Police arrested 22-year old Akacia Strong, of Harlan. She was arrested on an active Shelby County warrant.  Strong was transported to the Shelby County Jail where she was charged with delivery of a controlled substance.

On Friday, Harlan Police arrested 34-year old Stephanie Ann Carrier, of Council Bluffs,  after authorities received a call about a female acting strangely in the 2000 block of Garfield Avenue. Carrier was transported to the Shelby County Jail where she was charged with theft 5th, public intoxication, interference with official acts, two counts of possessing contraband, and possession of drug paraphernalia.

And, 42-year old Amanda Layne Hanover, of Harlan, was arrested Sept. 6th, for driving while suspended. Her arrest followeda traffic stop near the intersection of Chatburn Avenue and College Place.

The Mills County Sheriff’s Office reports an Emerson woman was arrested last Friday for Possession of a Controlled Substance. Claire Ashly Thalken was also cited for speeding. Her bond was set at $1,000. Thalken was arrested at around 12:56-a.m. Friday near 390th Street and Highway 34 in Mills County.

Friday afternoon, 26-year old Kimberly Dawn Johnson, of Council Bluffs,  was arrested at 221st Street & Highway 34, for Driving Under Suspension, Failure to Provide Proof of Financial Liability, Failure to Obey Stop Sign and Yield right of Way.  Her bond was set at $300.

At around 2:15-a.m. Sunday, Mills County Deputies arrested 37-year old Kyle Richard Lancial, of Malvern, for OWI 1st offense. He was taken into custody near Highway 34 and 284th Street. Bond was set at $1,000. Less than one-half hour later, 24-year old Michael Eugene Flannery, of Bellevue, NE, was arrested following a traffic stop on I-29. He was charged with OWI/1st offense, and his bond was also set at $1,000.

Monday evening, 26-year old Gregory Allen Linkenhoker the 2nd, of Council Bluffs, was arrested in Mills County on a warrant for Probation Violation. Bond was set at $2,000.

The Cass County Sheriff’s Office reports 46-year old Matthew Lynn Dorscher, of Cumberland, turned himself in to the Cass County Sheriff’s office last Friday, on a Cass County warrant for felony Sexual Abuse 3rd Degree, and Lascivious Conduct with a Minor. Dorscher was taken to the Cass County Jail and later released on $25,000 bond.

Last Saturday, deputies arrested 29-year old Timothy Daniel Weaver, of Anita, on felony charge of Willful Injury; OWI 1st Offense; Giving False Report of an Indictable Offense; and Driving While Revoked (Serious). Weaver was taken to the Cass County Jail and was later released on $25,000 bond.

Also arrested Saturday, was 57-year old Daryl D. Armstrong, of Anita, on a charge of Domestic Abuse. Armstrong was taken to the Cass County Jail and released the following day on his own recognizance.

Yesterday (Monday), 35-year old Paul Earl Lemburg II, of Red Oak, was taken into custody by Cass County Deputies on a District Court warrant for Probation Violation. Lemburg was brought to the Cass County Jail where he remains held on $5,000 bond.

Officials with the Audubon County Memorial Hospital they have been notified by the City of Audubon, that a planned cutting of a T1 copper line that services the Audubon County Hospital, which was to have begun at around 3-p.m. today (Tuesday), has now been postponed!

Officials will announced later this week when the next attempt will be made. The project is needed to complete a portion of the water and sewer project. Since the copper line serves as the only phone line to the hospital, once it is cut, the facility will be operating under their “disaster protocol” while the phone line is disconnected, until splicing of the copper line has been completed.

DES MOINES, Iowa (AP) – An Iowa official says he’s less optimistic a proposal will be approved that would allow the state to shift money used for the Affordable Care Act.

Iowa Insurance Commissioner Doug Ommen told lawmakers Tuesday he’s still awaiting a decision from the Centers for Medicare and Medicaid Services regarding a so-called stopgap measure for the state’s individual insurance market. He says he’s “less optimistic” because he expected an answer by now.

Ommen says he’s still hopeful and his office has been preparing as if the federal government will give its approval. Open enrollment for health insurance coverage begins Nov. 1. Some other states have sought a waiver to change some funding rules for their individual ACA markets, but data shows Iowa’s plan is among the most expansive.

The proposal would allow government subsidies designed to lower costs for low-income and older participants to be used to entice younger people to buy insurance. Ommen says the plan is needed because Iowa’s current market is facing huge rate increases.
