Branstad seeks ‘master contract’ on health care for ALL public employees in Iowa

Republicans at the statehouse may seek changes in union benefit packages for government workers in Iowa. Janet Phipps is director of the Iowa Department of Administrative Services and she’s the governor’s lead negotiator on union contracts.

“What we’re anticipating and what has been mentioned is there’s going to be some conversation about how the state is going to deliver group health care benefits to public employees,” she says.

Republican Terry Branstad has trying to get the state’s union workers to pay more of their health insurance premiums since he returned to the governor’s office in 2011. After election victories this month, Republicans will have sizable governing majorities in both the House and Senate in 2017. Branstad’s considering the idea of consolidating health insurance policies for union employees at ALL levels of government in Iowa.

“He has mentioned that in the past, that he would like to look at pooling resources, if you will, of all public entities, whether it’s schools or counties or municipalities,” Phipps says. “I think he envisions something big that could be explored and have a big master contract. He’d like to do that.”

State officials on Monday began contract talks with the union that represents 600 state law enforcement officers, including state troopers. There were NO insurance benefits included in management’s initial offer. AFSCME represents the largest percentage of state workers and negotiations with AFSCME begin Wednesday afternoon. By state law, contracts must be finalized by March 15th. If an arbitrator has to make the call, Phipps says that means management and the unions involved have to stake out their final positions by late February. “So it would be moving briskly along, certainly, if there were going to be discussions legislatively to do something different,” Phipps says.

On Monday, state officials made their initial offer to the State Police Officers Council. It’s the union that represents 600 employees in state government. The offer? A one percent raise in each of the next two years. The union’s initial request was for pay hikes in each year of three percent.

GMO labeling supporters fined $320K over campaign disclosure

OLYMPIA, Wash. (AP) – An Iowa-based organization that supported a Washington state ballot measure to require labeling of genetically modified foods in 2013 has been fined nearly $320,000 over campaign finance violations. Washington Attorney General Bob Ferguson said Thurston County Superior Court Judge Gary Tabor issued the fine Monday against Food Democracy Action. The group must also pay the state’s legal fees and trial costs.

Earlier this month, another Thurston County judge ordered the initiative’s opponents, the Grocery Manufacturers Association, to pay $18 million in civil fines for concealing the true sources of $11 million in contributions received from some of the nation’s biggest food and beverage companies.

Ferguson said Food Democracy Action collected almost $300,000 from its supporters and transferred $200,000 of that to support Initiative 522, but didn’t register its political action committee or identify its 3,100 donors until after the election. The initiative failed.

VERSAILLES, Mo. (AP) — The Missouri state trooper charged in the death of a man who drowned while in his custody is scheduled for trial this summer. The Kansas City Star reports a July 10 trial was set Monday for Trooper Anthony Piercy, who is charged with involuntary manslaughter in the death of Brandon Ellingson at the Lake of the Ozarks in May 2014. Piercy had pulled over the 20-year-old Ellingson from Clive, Iowa, on suspicion of boating while intoxicated and handcuffed him before Ellingson fell into the lake.

COLLEGEVILLE, Minn. (AP) — St. John’s senior linebacker Carter Hanson is among 10 semifinalist for the 2016 Gagliardi Trophy. Nine seniors and one junior were announced Monday for the annual award honoring the best football player in Division III. The trophy is named after former St. John’s football coach John Gagliardi, who retired with 489 career victories, most in college football history. The Gagliardi Trophy will be presented Dec. 14 in Salem, Virginia.

DES MOINES, Iowa (AP) — A U.S. Marine from Oelwein who died fighting a World War II battle on a Pacific Ocean island is scheduled to be buried at Arlington National Cemetery near Washington on Monday, the 73rd anniversary of his death.

ORANGE CITY, Iowa (AP) — A Jan. 9 sentencing has been scheduled for a northwest Iowa day care operator convicted of injuring a toddler. A Sioux County news release says a jury found Dianna Winder guilty Friday of felony child endangerment causing injury and misdemeanor assault causing injury. The incident leading to the charges occurred on Nov. 11, when the 15-month-old boy’s mother pick him up and noticed marks on his face.

Atlantic lets lead slip away in opener against Carroll

20161121_atlantic-girlsvscarroll2 The Atlantic Girls Basketball team let one slip away to start the 2016-17 season at home against Carroll Monday night. The Trojans led by 10 at the end of the third quarter but let that lead slip away in a 70-67 loss.

The two teams traded the lead back and forth down the stretch and Atlantic lead by 1 before Madison Lingle nailed one of her 4 fourth quarter 3-pointers to put the Tigers back up by 1.  Catherine Leonard was then fouled on the other end and went to the line for two free throws for Atlantic. She made the first but missed the second and the ball ended up tied up on a fight for the rebound. The possession arrow belonged to Carroll and they in-bounded the ball and ran off about five seconds until Atlantic was able to foul Tiger Sophomore Taylor Mohr with 9 seconds left. Mohr, who was playing much of the final quarter with four fouls, knocked down the 1-and-1 freebies and pushed the lead out to 3.  Atlantic had one final three point heave from Baylee Newell that fell short and time ran out.

Atlantic Coach Kelly Juhl was disappointed that his team broke down defensively in the fourth quarter and said Carroll found the right moment in the game to get hot.

Carroll was led in the win by Lingle with 19 points. Taylor Mohr finished with 16.  Atlantic was led in the loss by Baylee Newell with 18 points and Brooke Newell with 13. The Trojans really struggled in the fourth quarter to get out on the hot shooters for the Tigers and Coach Juhl said they didn’t execute the defensive game-plan the Trojans wanted to.

Atlantic doesn’t get any time to dwell on the loss as they head to Denison tonight for a tough game against the Lady Monarchs. Coach Juhl knows they will need to have a short memory to put the tough loss behind them and be ready for another big test.

Cardinals sign free-agent reliever Brett Cecil

ST. LOUIS, Mo., November 21, 2016 – The St. Louis Cardinals announced today that they have signed free-agent left-handed reliever Brett Cecil to a four-year deal that extends through the 2020 season.  Financial terms of the deal were not disclosed.

“Adding a proven late-game performer like Brett Cecil, who has consistently been among the game’s top set-up relievers, gives us another solid option late in games,” stated Cardinals Senior Vice President/General Manager John Mozeliak.   “Having multiple bullpen options during the crucial latter portions of games is an area that we have placed significant importance on over the years, and to know that Brett is now going to be part of that mix is very exciting.”

Cecil, 30, has been used exclusively as a reliever since 2013, ranking among American League relief leaders in strikeouts (261, 7th), strikeouts per nine innings pitched (11.46, 10th), games pitched (243, 8th) and Holds (53, T13th).

The 6-3, 235-pound Maryland native was drafted by the Toronto Blue Jays in the 1st round (38th player overall) in 2007 and debuted with the Jays in 2009.   He has pitched his entire Major League career with Toronto, compiling a 41-42 mark with a 4.20 ERA and 11 saves in 330 games (74 games started), striking out 585 in 656.0 innings pitched.

Cecil, who was named an American League All-Star in 2013 ranks among the majors Top-10 active leaders in career strikeouts/9 innings (11.05) and strikeout to walk ratio (5.63) among left-handed relievers.   Since moving into the bullpen exclusively in 2013, he’s allowed just one earned run in 28.2 innings pitched (0.31 ERA) in September while striking out 48 and he is unscored upon in his eight career postseason appearances between 2015 and 2016.

Last season, Cecil appeared in 54 games (36.2 IP) and struck out 45 batters while walking eight and he worked six scoreless appearances during the Blue Jays run to the American League Championship Series last month.  Forty-five of his 54 appearances this past season came in the 7th and/or 8th innings and 192 of his 243 relief appearances since 2013 have been in either of those two innings.

Since 2013, Cecil has limited left-handed batters to a .218 batting average, while right-handers have hit just .221.   He’s limited the opposition to a .177 batting mark with runners in scoring position over the past four seasons.  Cecil had a record string of 38 consecutive appearances between 2015 and 2016 during which he allowed no earned runs.

Cecil will wear uniform no. 21 as a Cardinal.

The Cardinals also announced today that they have designated catcher Brayan Pena for assignment to make room for Cecil on the team’s 40-man Major League roster.

The sponsors of the Cass County Conservation Board’s Trumpeter Swan arrival contest have determined the official arrival of the swans was November 19th.  There was on that day, four Trumpeter Swans at the Schildberg Recreation Area. The birds stayed more than twenty-four hours. Therefor, the winner is Jane Kite.

She will receive a Trumpeter Swan 8×10 print from the Cass County Conservation Board. The school contest was won by Mrs. Haynes’s three year old Morning Preschool at Jack and Jill Preschool! The students will receive a trumpeter swan prize and Mrs. Haynes will receive a trumpeter swan t-shirt! Cass County Conservation thanks to all who participated!

Griswold City Council to discuss Rescue Squad resignations

The City Council in Griswold will hold a special meeting Tuesday night. Among the items of discussion, is the resignation last week of Griswold Rescue Department Captain, Julie Kline. Kline’s resignation was followed by at least nine other members of the Department that same day.

The meeting begins with a Rescue Department report, followed by Public Comments. New Business includes: A new Rescue Captain; Amended Rescue By-Laws; ISG Payment Schedule & approval of Pay Application #2; and, approval of an Annual Urban Renewal Report for FY 2016.

Afterward, will be messages and remarks from City Manager Laura Hansen, and Mayor Jeb Peck, followed by propositions and remarks from Council Members.

Linda Taulborg, an 18-plus year member of the Griswold Rescue Department, is encouraging all citizens served by their Department to attend the meeting as a show of support, and means of resolving the issues the Department has with City leaders.

The meeting begins 6-p.m., at the Griswold City Hall.
