The Cass County Board of Supervisors today (Monday) approved the awarding of a contract for the Northwest Water and Sewer Extension project, and authorized full length of the project instead of a proposed, shorter version. Their unanimous decision followed discussion that included representatives from CADCO, the Atlantic Municipal Utilities and others.
Cass-Atlantic Economic Development Corporation Executive Director Russell Joyce said during the meeting, CADCO preferred to see the full project, which involves the laying of 3,200 feet of water main and sanitary sewer from Highway 83 to the Amaizing Energy Industrial area and along Glacier Road, underneath the railroad spur line, for economic development reasons.
He says water is important to one of their clients, for a sprinkler system. Another client is interested in constructing a building in the area, as well. Joyce says the Iowa Department of Economic Development won’t even recommend prospective clients to local development organizations until the site is “spade ready,” meaning sewer and water hookups are available.
CADCO Board Member and local developer Don Sonntag said the prospects for the area could each bring 12-to 15-jobs along with them, if they should decide to build there. He says he is prepared to request from the CADCO Board permission to construct a building in the area using CADCO funds if necessary, to spur economic development if the prospects don’t pan out as hoped. That he says, would help to bring in jobs and increase the tax base.
Joyce and AMU General Manager Alan Bonderman both indicated it would be more cost effective to do the entire project, because of the current interest rates and materials cost. Supervisors Chuck Rieken and Frank Waters said it makes sense to take the project on full-bore, for those same reasons, and others.
H&W Construction, of Sioux Falls, South Dakota was approved by the Board as the contractor for the $534,648 project, which will involve the laying of ductile iron pipe, instead of the less expensive P-V-C pipe. The board chose to go with ductile iron because of it’s proven longevity and ease in locating leaks, if any should occur over the course of time. The base bid for the project was $482, 141. A 5-percent contingency and engineering fee is included in the total price. The County will pay for the project, with AMU being the flow-through agency.
A joint, on-going investigation by authorities in Montgomery County has resulted in the arrest of two Red Oak men of theft charges. Officials with the Red Oak Police Department report 29-year old Andres Alvarado Ramirez, Jr., and 36-year old Floyd Robert Johnson, Jr., were arrested Saturday afternoon just east of Red Oak, after they were observed allegedly taking scrap metal valued at between $200-to $500.
The men were charged by Red Oak Police with Felony 2nd Degree Theft, and by the Montgomery County Sheriff’s Department, with 4th Degree Theft. Both were being held in the Montgomery County Jail on $5,000 bond, each.
Authorities says Red Oak Police received a tip Saturday afternoon, indicating the men allegedly took scrap metal at the Snyder Pond on Riverview Drive, in Red Oak. Officials received a description of the men’s vehicle, a physical description of the suspects. A little over an hour later, the men were arrested at another location.
Information gathered during the investigation indicates Ramirez, Jr., and Johnson, Jr., allegedly made multiple trips to salvage yards with scrap iron and/or appliances, that were believed to have been stolen.
Officials say anyone who might have seen the men’s vehicle – a 1996 beige & green, 1996 Dodge 1500 pickup with Iowa License plate #584 WNI – or the men themselves, taking items from properties in the Red Oak and/or Montgomery County areas, to notify the Montgomery County Sheriff’s Office, at 712-623-6500.
Two southwest Iowa women suffered unknown, possible injuries Saturday afternoon, during a head-on collision in Page County. According to the Page County Sheriff’s Department, 23-year old Keari Bebout, of Clarinda, and 56-year old Irene White, of Coin, were injured when their vehicles collided at around 12:25-p.m. Saturday, west of Clarinda.
Officials say a car driven by Bebout was traveling south on “P” Avenue and preparing to turn into a driveway, when her car crossed the center of the road and met head-on with a car driven by White. The accident happened just south of Highway 2.
Both drivers were taken to the Clarinda Regional Health Center. The extent of their injuries is not known. The accident remains under investigation.
Sheriff’s officials in Montgomery County report a Villisca woman was arrested Friday night on an assault charge. 49-year old Eldina Faye Larabee, of Villisca, was taken into custody on a charge of Simple Assault.
Larabee was brought to the Montgomery County Jail and later released on $300 cash bond.
A four-month long investigation in Fremont County led to the arrest Friday, of five Hamburg residents on drug charges. Sheriff’s officials say 40-year old Ellie M. Warren was charged with two-counts of Possession with the Intent to Deliver/Methamphetamine, two-counts of Prohibited Acts, and two-counts of Child Endangerment.

Warren, Moore and Bailey were being held in the Fremont County Jail on $50,000 bond, each, while Roberts and Haughton were being held on bonds amounting to $5,000 each.
was arrested for Conspiracy to Deliver Meth, Possession with the Intent to Deliver Meth, and two-counts of Possessing Drug Paraphernalia. 30-year old William H. Bailey was charged with Conspiracy to Deliver Meth, Possession of Marijuana, Possession of Meth and Drug Paraphernalia. And, 60-year old Elton E. Roberts, and 54-year old Debra M. Haughton were arrested for Prohibited Acts.
No injuries were reported following a car-versus-deer accident Friday night, in Montgomery County. Sheriff’s officials say a 2011 KIA Sportage, owned and driven by 55-year old Kenneth Dale Smith, of Shenandoah, was traveling west on Highway 34 just east of Stanton, at around 8:40-p.m. Friday, when a deer ran out of a ditch and into the path of Smith’s vehicle.
Smith was unable to avoid the collision, which resulted in $6,000 damage to his car.
An Atlantic woman was arrested this (Friday) morning, on an OWI charge. According to the Atlantic Police Department, 27-year old Amy Jo Kern was taken into custody on a charge of OWI/1st Offense. Kern was being held in the Cass County Jail pending an appearance before the magistrate.
A Harlan woman was hospitalized for minor injuries following an accident Wednesday, at 12th and Chatburn, in Harlan. Mollie Wooster suffered a wrist injury during the crash involving her vehicle and a vehicle driven by Richard Joy, of Harlan.
According to Harlan Police, Wooster was traveling west on Chatburn Avenue and had proceeded to turn south onto 12th Street, when her vehicle was struck on the right corner panel by Joy’s vehicle, as he was traveling east on Chatburn.
Police cited Wooster for failure to yield upon left turn. Damage from the accident amounted to $4,000.
A Harlan resident found an unwelcome guest in their house last Sunday (May 8th). According to the police department, 17-year old Cody Schwery was arrested after a resident in the 500 block of Victoria Street in Harlan, awoke to find Schwery asleep on their couch. Schwery was subsequently charged with public intoxication, and later released to the custody of his mother.
Officials say also, 29-year old Bruce Spray, of Harlan, was arrested Monday, following a disturbance in the 800 block of Court Street in Harlan. Spray was charged with operating a motor vehicle while intoxicated, trespassing and obstruction of emergency communications.
And, a complaint was filed May 6th with Shelby County District Court against 33-year old Lisa Patten, of Harlan. Patten is alleged to have taken an I-Pod Touch belonging to Brandon Allen, of Harlan. The complaint sought a 4th degree theft charge against Patten, but there is no record of formal charges being filed, on the Iowa Courts On-line website.
Officials with the Council Bluffs Police Department have announced a Police Memorial Service will take place next Thursday, May 19th, at the Refuge Bible Church in Council Bluffs. The annual event begins with a flag ceremony and laying of a memorial wreath at 6:30-p.m., on the east side of the Pottawattamie County Courthouse.
Memorial services will follow the ceremony, at the church. The service will honor local law enforcement officers who have died in the line of duty, while serving with the Council Bluffs Police Department, Iowa State Patrol, and the Pott County Sheriff’s Department.
The Council Bluffs Police Department will also recognize its Officer of the Year, and the Citizen Police Academy graduates. The service is open to all members of the community.
Many other law enforcement agencies around Iowa, including the Clarinda Police Department, have memorial events planned for the week of May 15 through the 21st.
This Sunday, May 15th, is National Police Officers’ Memorial Day, a day set aside to honor the 160 law enforcement officers who were killed in the line of duty in the U-S and its territories, in 2010. President Obama and Congress have directed all government and state flags to be flown at half-staff on May 15th.
