DES MOINES, Iowa (AP) — Iowa lawmakers are advancing competing income tax reduction plans in the Republican-majority House and Democratic-controlled Senate and a compromise deal is not yet clear. The House on Wednesday passed a bill to offer a flat income tax option. Under their legislation, residents could pay a 4.5 percent state tax on income instead of the current progressive tax rates. Most deductions and credits wouldn’t be available to those paying the flat tax.
A Senate committee approved legislation Monday that would provide more tax credits to low income residents. Lawmakers say they will work to find middle ground, but it wasn’t clear what that could be. Republicans say their proposal would provide tax cuts to more people. But Democrats say the Republican plan provides bigger breaks to top earners.
Authorities in Montgomery County report the arrest Saturday night of a Nebraska man on fraud-related charges. Police in Red Oak arrested 28-year old Denver Owen Johnson II, of LaVista, NE, at around 10:50-p.m. at 110 West Coolbaugh Street. Johnson was taken into custody on a felony charge of Counterfeiting and/or Forgery. He was being held at the Montgomery County Law Enforcement Center on $9,750 cash bond.
Officials with the Department of Defense have confirmed a man from northwest Iowa was one of five Americans killed in an Afghanistan helicopter crash this past week.
Twenty-seven year old 
Staff Sgt. Steven Blass of Estherville died March 11th, 2013. Blass died in the crash of a UH-60 Black Hawk in Kandahar, on Monday. Also killed was: 27-year old Chief Warrant Officer Bryan Henderson, of Franklin, La.; 27-year old Capt. Sara Knutson, of Eldersburg, Md.; 31-year old Staff Sgt. Marc Scialdo, of Naples, Fla.; and 21-year old Specialist Zachary Shannon, of Dunedin, Fla.
All were part of the 3rd Combat Aviation Bridge stationed at Hunter Army Airfield in Georgia. The military says Blass was a Black Hawk crew chief who came to the unit in August 2012, after joining the Army in March 2006. He was on his second deployment and had received awards including the Air Medal.
According to the Des Moines Register, Blass was married and had a young son. He was the first casualty of the wars in Iraq and Afghanistan for Esterville, a town of about 6,000. More than 90 Iowans or service members with Iowa ties have died in Iraq or Afghanistan since the Iraq war began in March 2003. Monday night’s crash brought the total number of U.S. troops killed that day to seven, making it the deadliest day for U.S. forces so far this year. The cause of the crash is under investigation.
SIOUX CITY, Iowa (AP) — A Sioux City gynecologist has been fined $7,500 for botching a hysterectomy by mistakenly removing his 29-year-old patient’s healthy ovaries. The Iowa Board of Medicine fined 50-year-old Doctor Kevin Hamburger on Thursday for the July 2011 surgery and has ordered Hamburger to submit a plan describing how he’ll avoid future errors.
Hamburger is also being sued for damages by the patient, Erin Rehan. Her lawsuit says she was told by Hamburger that her ovaries would not be removed during the procedure. Rehan is seeking more than $10,000 in damages.

DES MOINES, Iowa (AP) — With Iowa facing a psychiatrist shortage, one lawmaker thinks giving income tax breaks to psychiatry students will be enough to encourage them to practice in the state. Republican Representative Dave Heaton’s bill was reviewed by the House Ways and Means Committee this week. It would waive state income taxes for psychiatrists with school debt who choose to practice in medically underserved areas of Iowa.
DES MOINES, Iowa (AP) — Governor Terry Branstad says eligible Iowa residents should take advantage of a program that helps them prepare and file tax returns online for free. Branstad says the Iowa Free File program lets residents with low and moderate income use tax preparation software for free. Those with an income of $57,000 or less are eligible for the service.
POSTVILLE, Iowa (AP) — The Postville Fire Department chief has identified the body found in a Postville apartment fire as that of 61-year-old Marlin Schutte. Chief Jeffrey Bohr released Schutte’s name in a news release yesterday. The Allamakee County Sheriff’s Office believes Schutte lived in the apartment. The fire was reported shortly before 11 a.m. Wednesday, and heavy smoke and flames led to two other nearby fire departments being called to help.
DES MOINES, Iowa (AP) — Historians are gathering in Des Moines this weekend to talk about the Underground Railroad and the Iowa Freedom Trail, which passed through southwest Iowa, and included a safe haven at Hitchcock House near Lewis.

This year’s Iowa Statewide Underground Railroad Gathering will take place today (Saturday) at the State Historical Building in Des Moines. The event is free. Historians are expected to discuss topics including the Underground Railroad sites and museums in Iowa, as well as some historical legal issues behind the trail. The state Department of Cultural Affairs and others are sponsoring the event.
Police in Red Oak arrested a woman on numerous drug charges, Friday. 27-year old Ashley Housh, of Red Oak, was taken into custody on four counts of Delivery of a Controlled Substance, Possession of Methamphetamine with the Intent to Deliver, Possession of Marijuana, Possession of Drug Paraphernalia, Unlawful Possession of Prescription Drugs, and a drug Tax Stamp violation. Housh was arrested following the execution of search warrants at two locations in Red Oak, where officers seized 18 grams of methamphetamine, nearly a gram of marijuana, digital scales, several items of drug paraphernalia and more than $1,430 cash. Housh was being held at the Montgomery County Jail on $100,000 cash bond.
Red Oak Police were assisted in their investigation of the case by Montgomery County Sheriff’s Deputies, and the Sheriff’s K9 unit.
A clothing store fire in Creston Friday morning was fought by 45 firefighters from six area fire departments for more than an hour before it was brought under control. According to the Creston News Advertiser, the four-alarm fire at “Maurices” at 808 Laurel St., was discovered at around 9- a.m. when the store manger arrived to open for business. The fire apparently started in a storage room, but the exact cause of the fire is unclear. There were no serious injuries, and a damage estimate was not available. Two vacant, adjacent stores in the strip mall sustained smoke damage from the blaze.
The Montgomery County Sheriff’s Office reports the arrest of 32-year old Edward Walter Scott Collins of Plattsmouth, NE early this morning (Saturday) for OWI/1st Offense. Collins was transported to the Montgomery County Jail and held on $1,000 bond. The Sheriff’s Office was assisted by the Red Oak Police Department.
