Medical marijuana bill may surface in Senate

News

April 10th, 2014 by Ric Hanson

DES MOINES, Iowa (AP) — Senate Majority Leader Mike Gronstal says he will sponsor a bill legalizing the sale of medical marijuana in Iowa, reviving an issue once thought dead this year. The persistent efforts of woman who have children with epilepsy changed lawmakers’ perceptions on the issue.

New policy measures cannot be raised late in the legislative session unless leaders in the House or Senate bring them up. Since Gronstal, a Democrat, will sponsor a bill its fate relies on Minority Leader Bill Dix, a Republican, to sign on too to move it forward. Dix says he will make that decision when a bill is presented to him.

Gov. Terry Branstad has talked recently with governors who have signed bills legalizing use of cannabis plant oil that isn’t smoked and doesn’t create a high.

Iowa releases list of barred workers after denial

April 10th, 2014 by Ric Hanson

IOWA CITY, Iowa (AP) – Iowa’s human resources agency has released a list of hundreds of former workers who are barred from returning to state employment.  Its release came days after its now-fired director repeatedly told lawmakers no such list existed.

A spreadsheet released by the Department of Administrative Services identifies 975 workers who’ve been disqualified from future employment because they were either fired or resigned before termination, dating to 1990. The majority are barred from any of the executive branch’s 42 agencies.

The department released the data to The Associated Press four days after its then-director Mike Carroll told lawmakers that “there is no list.” Gov. Terry Branstad fired Carroll on Tuesday. The AP reported last month that state government has continued the little-known practice of barring former workers despite questions about its legality.

Senate sends underage drinking bill to Iowa gov

DES MOINES, Iowa (AP) – A bill making it illegal for landowners to allow drinking by minors on their property has won the final approval of the Iowa Senate. The Senate voted 47-0 Thursday to send the legislation to Gov. Terry Branstad. The measure originally prohibited landowners from permitting anyone under 21 to drink. The Senate concurred with a House amendment that limits offenses to those who permit people younger than 18 to drink on their property. Lawmakers also agreed to pass a provision exempting landlords and other property managers who may be unaware of minors drinking.

Under the bill, first violations would carry a simple misdemeanor charge and a $200 fine.  Sen. Robert Hogg, a Cedar Rapids Democrat, says despite changes to the legislation, it makes progress in fighting underage drinking across the state.

April 10th, 2014 by Ric Hanson

A house in rural Harrison County was destroyed by a fire Wednesday morning. According to the Mondamin Fire Department, the call about the fire at a residence in the 1300 block of 195th Trail came in at around 7-am.  Firefighters from Pisgah, Little Sioux and Modale provided mutual aid at the scene of the blaze about three and half miles northeast of Mondamin. Water trucks from the Logan and Magnolia Fire Departments were also brought into service.

Flames and smoke could be seen from the City of Mondamin. The house was fully engulfed in flames by the time the department responded. Officials say the fire was to dangerous to enter the home, so crews stayed on the outside and sprayed it with water to try and contain the flames. Four residents were inside the home and were able to escape without injury. The American Red Cross was called to the scene to help the family.

Fire crews remained on scene for over five hours battling the blaze. The Mondamin Fire Department left one tanker truck on scene for the remainder of the day in fear of a rekindle however the truck and equipment were removed from the site around 7-pm. An estimated dollar amount on the damage was not given.

Gov. Branstad orders flags flown at half-staff for fallen Air Corps serviceman

News

April 10th, 2014 by Ric Hanson

Gov. Terry Branstad, Thursday, ordered flags to be flown at half-staff in Iowa from 5-p.m. Friday, April 11th until 8-a.m. Monday, April 14th, in honor of U.S. Army Air Corps 1st Lt. Louis L. Longman, formerly of Clinton, Iowa.

1st Lt. Louis L. Longman

1st Lt. Louis L. Longman

The Governor’s directive applies to all U.S. and state flags under the control of the state. H.R. 692, signed in 2007, requires federal government agencies in the state to comply with the Governor’s Executive Order that the U.S. flag be flown at half-staff in the event of the death of a member of the Armed Forces.

Flags will be at half-staff on the State Capitol Building and on flag displays in the Capitol Complex, and upon all public buildings, grounds, and facilities throughout the state. Individuals, businesses, schools, municipalities, counties and other government subdivisions are encouraged to fly the flag at half-staff for the same length of time as a sign of respect.

Longman, a 26-year old Clinton, Iowa native serving with the 433rd Fighter Squadron, 475th Fighter Group, 5th Air Force, U.S. Army Air Corps, was last seen April 16, 1944 as his unit returned from a B-25 bomber escort mission over Hollandia, New Guinea. A Lockheed P-38 “Lightning” fighter pilot, Longman was on the return leg of the mission in a P-38J aircraft when his unit encountered severe weather in the Markham Valley.

Longman’s last reported location was in the vicinity of Bogadjim, New Guinea, as his formation broke up. The 5th Air Force lost 53 pilots and crewmen that day in what became known as “Black Sunday.” Longman was officially declared deceased on Feb. 27, 1946, but his remains were never recovered.

In February 2005, the Joint Prisoners of War/Missing in Action Accounting Command – Central Identification Laboratory (JPAC) received information of a possible aircraft crash site in Madang province, Papua New Guinea. In August 2007, human remains, as well as parts of a U.S. P-38J aircraft were recovered by a JPAC Investigation Team. Additional remains and physical evidence were also recovered in 2009 and 2010 by JPAC personnel.

In 2011, JPAC’s Research and Analysis Group concluded a historical association drawn from Missing Air Crew Report #4501 and the excavation site. The location of the excavated aircraft crash site and the wreckage reported by JPAC personnel, consistent with a Lockheed P-38J Lightning, support this historical association.

A memorial service and interment will be held at the Rock Island Arsenal National Cemetery, 1 Rock Island Arsenal, Rock Island, Ill. on April 12, 2014 at 1 p.m., with full military honors provided by the Iowa National Guard. Please use the Moline entrance. The public is welcome to attend the memorial service.

Des Moines school district appeals emails ruling

News

April 10th, 2014 by Ric Hanson

DES MOINES, Iowa (AP) – The Des Moines school district wants the Iowa Supreme Court to review a judge’s ruling that allows a former superintendent’s lawsuit to proceed. Judge Glenn Pille ruled last month that emails sent and received by former superintendent Nancy Sebring through her district-issued email account and electronics should have remained confidential.

Her invasion-of-privacy lawsuit argues that the emails were personal and not subject to the state’s open records laws. Des Moines Public Schools says the emails were public records. The case is scheduled to go to trial in November. The Des Moines Register says the school district is arguing that Pille’s ruling could have a “chilling effect” on the release of public records.
