DES MOINES, Iowa (AP) — Legislation aimed at expanding guidelines for Iowa educators who respond to school bullying has advanced in the House. An education committee voted 19-4 Monday in favor of the bill. The full House can now debate it. The measure would clarify the ability of educators to monitor bullying off school grounds. It would also expand parental notification language and the definition of cyberbullying.

After several changes to the bill Monday, it now better mirrors Senate legislation. Rep. Quentin Stanerson, a Center Point Republican, says a $200,000 appropriation for teacher training and a student mentoring program would remain in the bill.

That’s different than the Senate. Sen. Robert Hogg, a Cedar Rapids Democrat, says removing the appropriation helps the legislation’s chances. He says he wants to secure funding through another legislative process.

Police in Council Bluffs were asking motorists to avoid the area of Harry Langdon Boulevard and Highway 92 Monday afternoon, after an over-sized semi driven by Timothy Downing of Council Bluffs, went through the intersection struck a set of the traffic signals, knocking them down.The accident happened sometime after 2-p.m.

The intersection was being controlled by 4 way stop signs until further notice. Officials expected the intersection will possibly be back to normal sometime tomorrow (Tuesday).

The Iowa State Patrol late Monday afternoon released information about a fatal accident that took place just after midnight Saturday, in Adel. Troopers responded to a two vehicle crash on Highway 6. An investigation determined 37-year old Heidi Lynn Harkrader, from rural Adel was westbound crossing the Raccoon River Bridge when her vehicle was rear ended by a vehicle driven by 38-year old Justin Krutsinger, of Dexter.  Both vehicles went into the north ditch and eventually struck a home on South 5th Street, in Adel.

Harkrader was pronounced dead at the scene. Krutsinger is charged with vehicular homicide is being held at the Dallas County Sheriff’s Office on $25,000 cash only bond. The Iowa State Patrol, Dallas County Sheriff’s Office and Adel Police Department investigated the accident.

An investigation that began on Dec. 5th, 2014 into alleged inappropriate conduct by an Underwood Middle School teacher has resulted in an arrest. The Pottawattamie County Sheriff’s Office said Monday (Today), 45-year old Barret B. Glasnapp turned himself-in on Monday (March 2nd). Glasnapp faces felony charges that include 4 counts of sexual abuse in the 3rd Degree, 1 count of Sexual Exploitation by a School Employee, and, five aggravated misdemeanor counts of  Sexual Exploitation by a School Employee.

Authorities say Glasnapp’s interaction began in 2011 when the student was 14, after her 8th grade year, and continued until October, 2014, when the girl was 16. According to an affidavit, an investigator assigned to follow-up on an alleged sexual assault at the Underwood Middle School in December, found that Glasnapp had resigned from his post in November.

DES MOINES, Iowa (AP) — Authorities have arrested an Ankeny woman accused of faking pregnancy to trick an Iowa couple into giving her money. The Ankeny Police Department says 29-year-old Tracy Leann Bess-Thacker was charged Friday with fourth-degree theft after prospective adoptive parents from Dewitt, Iowa, claim she accepted $200 from them when she wasn’t pregnant.

According to a news release, Bess had signed onto Life Long Adoptions, an agency that connects birth mothers with potential parents. Detectives say Bess wasn’t pregnant during this scam, but that she used information from a prior pregnancy to con people into offering her financial support. Police say Bess previously used a similar scam in multiple states, including Nebraska.

DES MOINES, Iowa (AP) — A Senate panel has approved a bill that would add fine arts to Iowa’s mandated education curriculum for K-12 students, though lawmakers expressed concern about its potential costs. An education subcommittee approved the bill Monday. It now heads to a full committee, where it would need approval by Friday to survive a procedural legislative deadline.

The bill would add music, theater, visual art and other fine arts to the Iowa Core, the state’s mandated academic standards. Sen. Herman Quirmbach, who sponsored the bill, says it would properly recognize fine arts. He questioned an analysis by the non-partisan Legislative Services Agency, which determined it could cost a school district up to $100,000 to implement the bill.

Lawmakers say they need more financial analysis to pass the bill out of committee.

It is an attempt by scammers to gain access to your personal information. Numerous individuals in Atlantic have received the text, including KJAN News Director Ric Hanson, County officials and law enforcement personnel. The Atlantic Police Department has confirmed with officials at Wells, the message is an attempt to scam those who receive it. Even persons who do not have an account with Wells Fargo, have been receiving the text message.

The text message gives a web site address to respond to that appears to be from Wells Fargo, but it IS NOT.  Again, do not respond to this text message or access the website given. If you have any questions about your account, call Wells Fargo directly or stop by your local branch.

The Cass County Sheriff’s Office reports two Pottawattamie County residents were arrested Saturday on drug charges, following a traffic stop. 21-year old William Dunlap, Jr.,  of Council Bluffs, was taken into custody on charges of OWI 1st Offense, Possession of a Controlled Substance, and Driving Under Suspension. And 20-year old Robyn Lynn Spitler, of Council Bluffs, was arrested on a charge of Possession of a Controlled Substance. Both were taken to the Cass County Jail. Spitler was released the following day on $1000 bond; Dunlap was released later the following day on his own recognizance.
