The Iowa Board of Medicine has issued public orders involving TWO (2) cases before the Board.

News

March 21st, 2020 by Ric Hanson

The Iowa Board of Medicine, Friday, said public orders have been issued for two Iowa-licensed physicians. Both have practiced in western Iowa. Officials say 41-year old Nicholas J. Kuiper, Doctor of Osteopathic Medicine, who formerly practiced general surgery in Grinnell, Waterloo, and Carroll, entered into a Stipulated Order – Agreement Not to Practice with the Board, on March 12, 2020.  The Board alleged that Dr. Kuiper violated appropriate professional boundaries in violation of the laws and rules governing the practice of medicine in Iowa.  In addition, Dr. Kuiper was arrested November 15, 2019, and charged with second-degree criminal mischief, operating while intoxicated, and eluding.  Under the terms of the March 12, 2020, Stipulated Order – Agreement Not to Practice, Dr. Kuiper agreed that he shall not engage in any aspect of the practice of medicine under his Iowa medical license until the Board has entered a final decision in this case.

And, 41-year old Doctor Travis R.B. Brownell, who formerly practiced emergency medicine in Sioux City, Iowa, and currently practices in Fort Dodge, had the terms of his disciplinary order terminated by the Board on March 12, 2020.  On August 8, 2014, Dr. Brownell entered into a combined Statement of Charges and Settlement Agreement with the Board.  The Board charged Dr. Brownell with violating the terms of a physician health contract that he entered into with the Iowa Physician Health Program (IPHP) for substance abuse.  Under the terms of the August 8, 2014, combined Statement of Charges and Settlement Agreement, the Board issued Dr. Brownell a Citation and Warning and ordered him to pay a $2,500 civil penalty.

The Board also placed Dr. Brownell on probation for a period of five (5) years subject to substance abuse and mental health counseling and monitoring.  On March 12, 2020, the Board terminated the terms of Dr. Brownell’s disciplinary order and his Iowa medical license was returned to its full privileges, free and clear of all restrictions.

KANSAS CITY, Mo. (AP) — The Chiefs agreed to a one-year contract with former New York Giants cornerback Antonio Hamilton, the first deal made by the Super Bowl champions since the start of free agency earlier in the week. Kansas City entered the market desperate for help in the defensive backfield after losing Kendall Fuller, Morris Claiborne and Bashaud Breeland to free agency. Fuller and Breeland in particular were crucial to a defensive turnaround under new coordinator Steve Spagnuolo that helped deliver the Chiefs their first Super Bowl title since 1970.

Here is the latest Iowa news from The Associated Press at 3:40 a.m. CDT

DES MOINES, Iowa (AP) — Iowa is seeing a “staggering” number of claims for unemployment benefits as the coronavirus pummels the state and national economy. Officials say the daily number of unemployment claims being filed is similar to what the state would usually receive in a busy month. The job losses are piling up as Iowa has taken moves to limit the spread of the virus by ordering the closure of restaurants, bars and other gathering spots and encouraged people to stay at home. Because of that, Gov. Kim Reynolds on Friday signed a state emergency declaration designed to offer an array of relief to Iowa residents.

DES MOINES, Iowa (AP) — Iowa Secretary of State Paul Pate has rescheduled three upcoming special elections to take place this summer as part of efforts to avoid crowds of people gathering and possibly spreading the new coronavirus. Pate says the elections will now be held on July 7. They include special elections in Cedar Falls and Craig to fill city county vacancies and one in Woodbury County to fill a Board of Supervisors vacancy. Pate says he consulted with the auditors of all three counties before rescheduling the elections. He says July 7 is the first date available for the elections.

MANCHESTER, Iowa (AP) — Authorities say a Davenport man was arrested after his DNA matched samples collected after a 2011 sexual assault reported in rural eastern Iowa. Delaware County court records say 33-year-old Zachary Broders is charged with third-degree sexual abuse. His attorney didn’t immediately return a call Friday from The Associated Press. Court documents say a woman reported in July 2011 that she was assaulted by a man who gave her a ride to rural Ryan. Authorities say rape kit DNA samples collected then matched a DNA sample from Broders, who had been arrested elsewhere.

WEBSTER CITY, Iowa (AP) — Iowa authorities have identified a man shot to death earlier this week as he held a woman hostage, as well as the troopers involved in the shooting. The Iowa Division of Criminal Investigation said in a news release Thursday that 35-year-old Darwin Barnett Foy, of Fort Dodge, was killed by troopers Monday afternoon in Webster City. The three Iowa State Troopers involved were Sgt. James Smith and Troopers Tyrel Williamson and Jeremy Schaffer. The Iowa Public Safety Department says Foy was shot hours after officers responded to a woman’s 911 call. Officials say Foy had threatened to shoot the woman when the troopers went into the home and shot him.
