Here is the latest Iowa news from The Associated Press at 3:20 a.m. CDT

UNDATED (AP) — The federal government says about 6,000 Iowa businesses received loans of $150,000 or more from the Paycheck Protection Program, requiring them to list their business names and addresses. The list released Monday by the Treasury Department includes churches, manufacturers, car dealerships, farm-related organizations and hospitals. Among them is firearms accessories company Brownells Inc. and King Contracting, the construction company founded by U.S. Rep. Steve King but sold to his son in 2003. Another 52,500 Iowa businesses and nonprofit organizations received less than $150,000 and weren’t named by the Trump administration. That secrecy spurred a lawsuit by news organizations including The Associated Press.

KGAN-TV reports that the new cases bring the number of positive tests in the athletics department to 21 on 392 total tests. The department is not disclosing which sports the positive tests stem from or if they are athletes or staff. Statewide, the number of confirmed cases rose by 417 to 31,660. The state’s health department also reported two more deaths, bringing the total to 723.

The U.S. attorney’s office said in a news release Monday that 66-year-old H. David Derby and 52-year-old Patti Lynn Derby were sentenced after pleading guilty in September to one count each of wire fraud. The release said the couple stole the money from 2013 to 2017 from his widowed mother, who was a former teacher. She suffered from mental and physical disabilities and was living in an assisted living facility in Dubuque.

FARGO, N.D. (AP) — A judge has ordered the Dakota Access pipeline shut down for additional environmental review more than three years after it began pumping oil. The ruling Monday hands a victory to the Standing Rock Sioux Tribe and delivers a blow to President Donald Trump’s efforts to weaken public health and environmental protections his administration views as obstacles to businesses. U.S. District Judge James Boasberg in Washington, D.C., wrote that he was “mindful of the disruption” that shutting down the pipeline would cause, but that it must be done within 30 days. Pipeline owner Energy Transfer says it will ask a court to halt the order.

Cardinals announce 60 game schedule for 2020 MLB season

ST. LOUIS, Mo., July 6, 2020 – The St. Louis Cardinals, in conjunction with Major League Baseball’s league-wide release, announced today their 60-game 2020 season schedule.  The regionally-based schedule will feature 40 divisional games amongst National League Central opponents and 20 Interleague games against American League Central teams.

The Cardinals will open up the season at Busch Stadium on Friday, July 24, with a three-game series against the Pittsburgh Pirates and finish their 60-game slate at Busch Stadium on Sunday, September 27, versus the Milwaukee Brewers.  The Redbirds will also take part in the only game to be played outside a current Major League city when they take on the host Chicago White Sox in the “MLB at Field of Dreams™ presented by GEICO” game at the site of the beloved 1989 baseball-themed movie in Dyersville, Iowa on Thursday, August 13.

The 60-game schedule will feature 10 home series and 10 road series, with home matchups against Pittsburgh (July 24-26, August 10-12), Detroit (August 5-6), Chicago Cubs (August 7-9), Cincinnati (August 20-23, September 11-13), Kansas City (August 24-26), Cleveland (August 28-30), Minnesota (September 8-9), and Milwaukee (September 24-27).  The club will have multiple road series against Milwaukee (July 31-August 2, September 14-16) and the Chicago Cubs (August 17-19, September 4-7).

Of the Cardinals five home stands at Busch Stadium, the longest consists of 10 games (August 20-30) with the Reds (four games), Royals (three games) and Indians (three games).  The team’s longest road trip will also consist of 10 games (September 14-23) while visiting the Brewers (three games), Pirates (four games) and the Royals (three games).  The 60-game schedule allows the team to play three series against each NL Central opponent, two series versus AL Central opponents Kansas City (six games), Detroit (four games) and Minnesota (four games), and one series against both Cleveland (three games) and the Chicago White Sox (three games).

DHS Announces Pandemic Food Assistance Distribution Plan Families to Receive Benefits Beginning July 14

(Des Moines, IA) The Iowa Department of Human Services (DHS) announces the distribution plan for $76,268,223 in Food Assistance benefits for Iowa Families. The Families First CoronaVirus Act allowed states to issue Food Assistance benefits to households with children in Pre-K through grade 12 who lost access to Free and Reduced Price School Meals due to pandemic-related school closures in Spring 2020.

There are two ways the 247,785 eligible children will receive their $307.80 in Food Assistance benefits. If their household received Food Assistance benefits anytime in April, May, or June, their benefits will be put on the household’s EBT card on July 15, 2020. 94,354 children will receive benefits on the EBT card. The remaining 153,431 non-Food Assistance children will receive P-EBT cards in the mail between July 14 – 21, 2020.

Eligibility was determined with a detailed match through the Department of Education and Iowa schools that participate in the National School Lunch Program. Iowa is one of few states that did not require an application to receive these benefits. Any child who was an enrolled Pre-K through grade 12 student in the 2019-20 school year in either a public school or non-public school that participates in the National School Lunch Program and received Free and Reduced Price School Meals as of March 16, 2020, was deemed eligible.

“We hope to create advance awareness about the arrival of the P-EBT cards to prevent families from throwing the envelopes away, not realizing what they contain,” said Janee Harvey, DHS Division Administrator of Adult, Child and Family Services. Cards will arrive in white envelopes addressed with the child’s name from an Austin, TX return address beginning July 14, 2020. The cards inside will be white, with black font, with IOWA P-EBT printed at the top, and will bear the name of the eligible child. Families will need to follow the included instructions to activate the card.

Families with current EBT cards will have P-EBT benefits available on July 15, 2020 as well. These benefits will just be added to cards, and families do not need to do anything to activate the additional P-EBT funds. Harvey shared, “A family with three eligible children will receive over $900 dollars through P-EBT. That’s a substantial boost during this time when many are struggling with unemployment and additional childcare costs. In cases where transportation or health concerns are a barrier to shopping in person, we hope families will take advantage of purchasing online. Both Wal-Mart and Amazon online are accepting P-EBT benefits.”

“Ensuring a straightforward user process was top priority as we developed this program. Nonetheless, our call centers and stakeholder partners are prepared to answer questions about how to use or access these benefits,” Harvey stated.

Iowa State basketball coach Steve Prohm eyes improvement

(Radio Iowa) – Iowa State basketball coach Steve Prohm is confident the Cyclones will make major strides next season. The Cyclones add four freshmen and three transfers to a team that struggled to a 12-20 record a year ago. It was Iowa State’s second losing season in three years.

Prohm says the three transfers this spring will add scoring punch. Tyler Harris transferred from Memphis. Jalen Coleman-Lands played at De Paul and Blake Hinson at Ole Miss.

The Cyclones bounced back from a losing season by posting 23 wins in 2019 and Prohm is confident of similar improvement.

Cyclone guard Rasir Bolton says one of the reasons he transferred from Penn State was racially insensitive remarks by Nittany Lion coach Pat Chambers. Bolton was second on the Cyclones in in scorning at just over 14 and a half points per game.

Pre-World War II boat on display in Great Lakes museum was underwater for decades

(Radio Iowa) – A fisherman has donated the remains of a wooden boat found at the bottom of West Lake Okoboji to the Iowa Great Lakes Maritime Museum in Arnolds Park. Chad Thompson of Spirit Lake determined the engine was made in 1937. “When I got it up and in the garage, we did take and put a wrench on it and we could get the motor to turn over, so being underwater for almost 50 years or whatever, the motor still turned over,” Thompson says, “so we thought that was pretty cool.”

Thompson says he’s 99 percent sure the boat is a 1942 Century Sea Maid. “The most it could have been down there is for 50 years,” he says. “…The Sears battery was dated 1969.” Thompson found the wreckage with his depth-finder two years ago and coordinated with Okoboji Underwater Recovery Specialists to bring it to the surface this winter.

“The plywood deck on the top, being on the water that long, it took a pretty good toll on it,” Thompson says. “…A silt line in the bottom of the boat was probably 14-16 inches in spots. Well, wherever that silt line was in the bottom of the boat, when we cleaned it all out — it looked like it was brand new.” Thompson is hoping that putting the boat on display at the museum will lead to someone to come forward with more information about who owned the boat and why it sunk.

The company that made the boat was founded in 1928 and won a government contract to build 36-hundred boats for service in World War II. The boat Thompson found was one of the company’s pre-war models.

Power restored to eastern half of Atlantic

A power outage affected about 273 people in Atlantic, this (Monday) afternoon. The juice went out at around 3:15-p.m.  Atlantic Municipal Utilities General Manager Steve Tjepkes said crews were working on a “Phased” equipment replacement for a cut-out, when another piece of equipment failed. Initially, only a few customers went dark, but when the second piece failed, the eastern half of the City was knocked out, too.

AMU crews worked on a day when the Heat Index was 93 to get the problem repaired and the line energized. Power was restored by around 3:49-p.m.
