Reynolds reviewing bill that makes permits to buy, carry handguns voluntary

(Radio Iowa) – Governor Kim Reynolds is reviewing legislation that would make state permits to buy handguns or carry a concealed weapon an option rather than a requirement.  “I’m waiting for that to come to my desk,” Reynolds says. “We’ll do a thorough evaluation as I always have.”

In 2010, Reynolds voted as a state senator to establish Iowa’s “shall issue” permit system and she’s called it good policy, but the governor is also expressing an openness to doing away with it. “I said I thought the policies were good that were in place, but I will continue to take a look at new legislation that is presented and I think that’s the appropriate approach and that’s what we’re doing right now,” Reynolds says. “and I’ve been very consistent on my messaging on that.”

Republicans in the Iowa House passed the bill to make gun permits voluntary last week. Senate Republicans gave it final approval Monday, before Colorado officials that evening confirmed a gunman had killed 10 at a Boulder grocery store. In 2018, a G-O-P lawmaker said Reynolds had asked senators to table a similar bill that had been scheduled for debate 24 hours after a mass shooting at a Florida high school.

“I’ve been pretty clear that when we are talking about gun violence, we need to take a holistic approach,” Reynolds says. “There’s not a single answer. We need to be following the laws that are on the books. We need to make sure that coordination is in place between the agencies. We need to do everything we can to address mental health and behavioral health issues.”

The bill does not do away with the permit process, as some gun owners will be able to show their Iowa permit and be able to carry a concealed weapon in some other states.

Senate GOP proposes ending property tax financing of mental health system

(Radio Iowa) – Republicans in the Iowa Senate are proposing a major change in property tax policy. County property taxes would no longer be used to finance Iowa’s mental health system by July 1st, 2022. Republican Senator Dan Dawson of Council Bluffs says the plan would shift to financing the system entirely with state revenue, like sales and income taxes.  “And make sure that all Iowans, wherever you’re at, you actually have the same per capita distribution for mental health funding,” Dawson says.

Shelly Chandler is C-E-O of the Iowa Association of Community Providers that represents organizations that provide mental health services throughout the state. She says the bill could help refocus the conversation about how to improve Iowa’s mental health system. “We all hate property taxes. I hate property taxes,” she said. “We don’t want having conversations about the mental health system to be about property taxes.”

Leslie Wood, a lobbyist for Iowa Mental Health Advocacy, says she’s prefer a combination of state taxes and local property taxes being used to finance mental health services. “When a state has a bad economic year, one of the first things that usually gets cut is mental health funding,” she says.

Matt Steinfeldt, a lobbyist for the Iowa Farm Bureau, says paying for mental health care with property taxes creates inequities. “Our members believe the state should make mental health a priority in their budget and assume the cost of the system,” Steinfeldt says, “removing this from the backs of property taxpayers.”

The bill addresses a wide variety of other tax issues. For instance, it would phase out 152 million in state payments to cities, counties and schools that were set up when state lawmakers reduced commercial property tax rates.

SAN ANTONIO (AP) — Jordan Nixon banked in a short jump shot at the buzzer in overtime, giving her a career-high 35 points and lifting Texas A&M to an 84-82 victory over Iowa State in the second round of the women’s NCAA Tournament.

SAN ANTONIO (AP) — Missouri State is going to its second Sweet 16 in a row in the women’s NCAA Tournament. Elle Ruffridge had 20 points with five 3-pointers and Jasmine Franklin had a double-double as the Lady Bears knocked off Wright State 64-39 in a matchup of mid-major teams. The Lady Bears now advance to play Stanford, the No. 1 overall seed in this NCAA Tournament. That is the same matchup as in the Sweet 16 two years ago. Angel Baker and Shamarre Hale each had 10 points for the 13th-seeded Raiders.

SAN ANTONIO (AP) — The Big Ten Conference is having a major impact at the women’s NCAA Tournament with four teams in the Sweet 16. Indiana, Iowa, Maryland and Michigan have all advanced after the league only had four qualifiers total reach the round of the 16 in the previous four tournaments. Iowa’s next game is against top seed UConn, which got a boost when coach Geno Auriemma returned to the team after quarantining from a positive COVID-19 test. Auriemma missed his team’s first two games, but was greeted with cheers and hugs from his players.

SAN ANTONIO (AP) — There aren’t two bigger stars in the women’s NCAA Tournament this year than Paige Bueckers and Caitlin Clark. It’s almost as if the freshmen are playing a personal game of horse on the national stage. After one delivers a highlight-filled performance, the other delivers a top-this moment. In one of the most anticipated matchups, they’ll meet for the first time in their college careers in the Sweet 16 on Saturday with Bueckers leading UConn against Clark and her Iowa teammates. ESPN analyst Rebecca Lobo says the game will be entertaining for all basketball fans and that “we need Iowa and UConn to play each other the next three years!”

UNDATED (AP) — Kansas State and athletic director Gene Taylor have agreed to a contract extension. It includes a significant jump in base salary to $925,000 per year through June 2027. The 63-year-old Taylor was nearing the end of a five-year deal he signed in 2017. That contract paid him $450,000 the first year with $50,000 increases each of the next four. He had agreed to a 13% paycut last year to help with budget problems caused by the pandemic.

IOWA CITY, Iowa (AP) — Authorities say inmates used hammers to attack prison staff members during a failed attempt to escape an Iowa prison, killing a nurse and correctional officer and severely injuring an inmate who intervened. The victims of the attack at the Anamosa State Penitentiary were identified as staff nurse Lorena Schulte, 50, of Cedar Rapids, and officer Robert McFarland, 46, of Ely. Both had worked at the prison in the city of Anamosa in eastern Iowa for more than a decade. An investigator says each died of blunt force trauma to the back of the head when they were attacked with hammers during Tuesday’s attack. Inmates Michael Dutcher, 28, and Thomas Woodard, 39, face murder and kidnapping charges.

JOHNSTON, Iowa (AP) — Iowa Gov. Kim Reynolds says the state expects to allow any adult get a coronavirus vaccine as of April 5. Reynolds said Wednesday that Iowa expects to receive enough of vaccine to open eligibility to anyone in the state age 18 or older. Even though all adults will be eligible, it could be weeks before many people can book an appointment to get vaccinated. Iowa has no centralized vaccine registration or appointment system. Instead, people must must go online and attempt to find open appointments through providers’ websites. Reynolds urged people to have patience.

CEDAR RAPIDS, Iowa (AP) — An Illinois man out on bail for a murder charge was arrested by police in Iowa on charges related to a fatal crash on a freeway in Cedar Rapids. Cedar Rapids police issued warrants Wednesday afternoon for 34-year-old Tyler Lee, of Rockton, Illinois. He turned himself into authorities at the Linn County Jail less than two hours later. Lee was charged with homicide by vehicle-operating while intoxicated and homicide by vehicle-reckless driving as well as two counts of serious injury by motor vehicle. Lee was driving a pickup truck that crashed into a sport utility vehicle early on the morning of March 7 while he was out on $1 million bail for first-degree murder and 11 other counts. Those charges stemmed from a May 2017 shooting in Loves Park, Illinois.

WASHINGTON (AP) — An Iowa Democrat wants Congress to overturn her state-certified defeat for a House seat. But Rita Hart’s effort is prompting awkward divisions within her party. Democrats reacted with uniform fury at Donald Trump’s unfounded drive to reverse his own presidential election loss by throwing out state-certified returns he didn’t like. Hart says she’s found 22 uncounted ballots, which she says would make her the victor over Republican Mariannette Miller-Meeks. Miller-Meeks defeated Hart by just six votes and took office in January. The dispute is being considered by the House Administration Committee. With both sides lawyered up, the dispute could smolder into summer.

CEDAR RAPIDS, Iowa (AP) — An Illinois man out on bail for a murder charge was arrested by police in Iowa on charges related to a fatal crash on a freeway in Cedar Rapids. Atlantic School Board approves Brummer as Head FB Coach

The Atlantic School District’s Board of Education, Wednesday evening, unanimously approved Joe Brummer as Head Varsity Football Coach. Brummer succeeds Mike McDermott, who announced his resignation in January. Superintendent Steve Barber asked the Board to approve Brummer, based on the recommendations of Activities Director Andy Mitchell.

Barber said they received 17 applications for the position, after Mitchell sent out advertisements highlighting the District’s new Athletic facilities and important demographics for applicants to consider. Barber said “Mr. Mitchell outlined the parameters, expectations and characteristics he was looking for in the next head football coach. He involved three different groups in the interview process.” Joe Brummer, Barber said,  “Rose above everybody else in that interview process.”

Brummer teaches 8th Grade Science for the Atlantic School District. He’s a graduate of the Harlan Community School District and Morningside College. Brummer was an assistant coach under McDermott.

Other contracts approved Wednesday evening included Tori Dolch as 4th Grade Teacher, replacing Mrs. Janet Hascall. The school board accepted the resignations of Ethan Pruisman, High School Vocal Music Teacher, and Heather Lundquist, Middle School Literacy Teacher & TLC Facilitator.

Otzelberger signs first recruit at ISU with Washington State transfer Kunc

AMES, Iowa – Iowa State head men’s basketball coach T.J. Otzelberger has announced the signing of Washington State transfer Aljaž Kunc (Ollie-ahj Coon-ce), a 6-8 forward from Ljubljana, Slovenia.

Kunc, who goes by Jaz, is the first to sign under Otzelberger, who was named head coach last Thursday. He is a graduate transfer and will have two years to play.

“Jaz is a skilled frontline player, who has proven at the Power-5 level to have the ability to knock down threes and stretch opposing defenses,” Otzelberger said. “Defensively, he competes and has a high activity level and is able to rebound outside his area.”

Kunc battled an ankle injury most of last season and averaged 6.3 points and 4.3 rebounds in 23 games.

Once healthy, Kunc saw his minutes increase to 30 per game and averaged 8.9 points and 7.4 rebounds, reaching double figures in five of the season’s final eight contests.

Kunc scored 15 points in the regular-season finale at Arizona State and had a career-high 14 boards in a win at Arizona late in the season.

He is a career 79.5 percent free-throw shooter after hitting 87.2 percent of his shots at the charity stripe in 2020-21.

Kunc graduated from Elevation Preparatory Academy in Sarasota, Florida in 2018 after coming to the United States from Slovenia to complete his final year of high school. He has international experience playing with Slovenia in the 2016 FIBA U18 European Championships.

IHSAA releases Sectional and District golf sites and assignments
