Iowa COVID-19 update for 11/17/20: Deaths top 2,020; Positive tests nearly 191,000

Iowa’s Coronavirus dashboard as of 10-a.m. Tuesday (today), indicated there have been 33 additional deaths attributed to COVID-19 since Monday’s report, for a total of 2,024. The number of deaths attributed to a pre-existing conditions statewide are 1,274, while deaths at Long-Term Care facilities amount to 945, 11 more than yesterday. There are two more deaths to report in Cass County, for a total of 16, and one more death in each of Harrison and Pottawattamie Counties.

Officials say there have been 3,563 new confirmed, Positive cases of the virus reported since 10-a.m. Monday, for a total since the pandemic began, of 190,583. Cass County has 14 new, Positive cases of COVID, for a total of 663. Double-digit Positive case increases were reported in Adair, Audubon, Harrison, Madison, Mills, Montgomery, Shelby and Union Counties. Pottawattamie County reports 266 new positive test results since Monday. (See the list below).

There are 96 Long-Term Care facility (LTC) outbreaks, four less than yesterday. Those care facilities report 2,880 positive cases and 1,439 recovered.

Hospitalization rates continue to climb, from 1,392 Monday, to 1,510 today. The IDPH says a record 288 COVID patients are in the ICU (17 more than Monday), 215 patients were admitted to a hospital (compared to 243 yesterday), and there are seven more people on a ventilator, for a total of 130. In western/southwestern Iowa: there are 68 COVID patients in the hospital (2 less than yesterday); 22 are in an ICU (2 more than Monday), five people were admitted to a hospital (compared to 12 on Monday), and there are seven people a ventilator (1 less than yesterday).

The state’s data shows that 1,114,057 Iowans have been tested for coronavirus. Test results received yesterday amounted to 8,218, with 6,200 coming back Negative and 2,003 Positive.  The total number of Negative results since the beginning of the pandemic is 921,656. The state receives test results from prior days and adds them to the overall total. Iowa’s 14-day positivity rate is 22.8, and the Individual Positivity rate is 17.1%. The IDPH says 109,929 Iowans have recovered from the virus.

Sheriff’s officials in Montgomery County report the arrest at around 9:12-p.m. Monday, of 57-year old Teresa Williams, from Red Oak. Williams was arrested following an incident in the 2300 block of Eastern Avenue. She was transported to the Montgomery County Jail and charged with Assault on a person in certain occupations. Her bond was set at $1,000. Red Oak Police assisted in the arrest.

Three people were arrested Monday night, in Red Oak. Authorities say at around 7:47-p.m., Officers responded to a disturbance in the 100 block of E. Reed Street, and upon further investigation, arrested 28-year old Maiah Lynn Caron and 33-year old Johnny Earl Gossett II, both of Red Oak, for Violation of a No Contact Order. The pair were transported to the Montgomery County Jail and held on $300 bond each. Montgomery County Sheriff’s Deputies assisted in their arrests.

And, at around 10-p.m. Monday, Red Oak Police arrested 56-year old Roy Dean Baker, of Des Moines, for Public Intoxication. He was arrested in the 2300 block of Eastern Avenue, and held on a $300 bond.

Staff Assault: Iowa State Penitentiary

FORT MADISON– Officials with the Iowa Department of Corrections, Monday, said a correctional officer was assaulted by an inmate at the Iowa State Penitentiary at approximately 2:42 p.m., Monday. The officer was working at their post in a living unit when an inmate, unprovoked, approached the officer and began striking them several times in the face with closed-fists.  Additional staff arrived quickly to take control of the aggressive inmate.

The officer was taken by department vehicle to the local hospital to be seen for injuries to the face, and has since been released. The inmate involved in the assault was found to have not suffered any injuries.  The incident remains under investigation.

Adair County Sheriff’s report (11/17/20): 2 men arrested for OWI

Adair County Sheriff Jeff Vandewater reports two arrests took place last week. At around 11:50-p.m. Friday, 63-year old Charles Lyn Davis, of Casey, was arrested at the Stuart Kum-and-Go by Stuart Police. Davis was charged with OWI/3rd offense following an investigation into an incident that took place earlier at the McDonald’s Restaurant, in Stuart.

His Breath Alcohol Content (BAC) registered .170, or nearly twice the legal limit for intoxication. Davis had two prior convictions for OWI in the past 12 years, one in Guthrie County in 2009, and one in Union County in 2016. Davis was released from the Adair County Jail Saturday afternoon, on a $5,000 cash or surety bond.

And, at around 3:20-a.m. on Nov. 8th, 40-year old Michael Lynn Huddleson, of Fontanelle, was arrested on Highway 92 in Fontanelle for OWI/2nd offense, following a traffic stop for speeding 82 mph in a 55 mph zone. His BAC tested at .102%. Huddleson was released later that same day on a $2,000 cash or surety bond.

7-year-old dies after being struck by an SUV in a Dallas Co. H.S. parking lot

An accident in the parking lot of the Woodward-Granger High School, Monday, claimed the life of a 7-year old boy from Bouton. The Iowa State Patrol says the accident happened at around 3:42-p.m., as a 2019 GMC Denali, driven by a 47-year-old from Perry, was traveling northbound in the parking lot.

According to the report, the second grade child “victim traveled in front of the vehicle and impacted the front passenger side.” The SUV then ran over the child before coming to a complete stop. The victim suffered fatal injuries and died at the scene. Additional information, including the names of those involved was being withheld by authorities, pending completion of the investigation and notification of family.

Woodward Police and Fire assisted at the scene.

IOWA CITY, Iowa (AP) — With Iowa hospitals filling up and schools closing classrooms, Republican Gov. Kim Reynolds dropped her longtime opposition to a statewide mask mandate and enacted a limited version of one. A proclamation signed by the governor requires everyone 2 or older must wear masks when in indoor public spaces. Reynolds also limited many indoor gatherings to no more than 15 people and outdoor gatherings to 30, including family get-togethers. Bars and restaurants cannot stay open for in-person service past 10 p.m. And she suspended all youth and adult sports and recreational activities, except for high school, college and professional sports.

NEW VIENNA, Iowa (AP) — Authorities say a grain barn in eastern Iowa has been destroyed in an early-morning fire. Television station KCRG reports firefighters were called to the blaze around 3:20 a.m. Monday in Dubuque County. Officials say arriving firefighters found the barn completely engulfed in flames. Crews were able to extinguish the fire, but the barn is a total loss. Officials say a house and a vehicle on the property sustained heat damage during the fire. Officials say the fire caused about $25,000 in damage. No injuries were reported.

WEST DES MOINES, Iowa (AP) — Officials say a mother and her two children were injured this weekend escaping an apartment fire in West Des Moines. Television station WOI reports that firefighters were called just before 2:30 a.m. Sunday to the West Glen Apartment complex. Arriving firefighters saw smoke coming from the building and called for a second alarm, and police arrived to help evacuate the building. Officials say a mother and her two children were taken to a hospital with minor injuries after escaping through a third-story window. Fire crews quickly brought the fire under control. The cause of the fire is under investigation.

DES MOINES, Iowa (AP) — The number of people hospitalized with the coronavirus in Iowa set another record as the recent surge in cases continued. The state said 1,279 people were hospitalized with COVID-19 in Iowa on Saturday, up from 1,261 the day before. Iowa also reported 4,432 new cases and 13 additional deaths as of Sunday morning to give the state 184,685 cases and 1,985 deaths. Over the past week in Iowa, one out of every 95 people in the state was diagnosed with COVID-19, and the rate of new cases in the state remained the third-highest in the nation,

Atlantic Parks and Rec Board recap

The City of Atlantic’s Park and Recreation Department met Monday evening and heard updates from Parks and Rec Director Bryant Rasmussen. He mentioned an Omaha Foundation Grant period has closed. The grant was for the installation of a trail at Mollett Park at the east end of E. 3rd Street Place. And, a grant was received to help cover the costs to effect a quick fix on the Schildberg Washout area. The interim solution is to re-slope the trouble spot and incorporate vegetation.

Rasmussen said also:

  • The bathrooms at various city parks are closed for the Winter.
  • Foreman Kyle Welter has been busy working on updating the Department’s Website. Shelter reservations will incorporated into the website once it’s ready to be published.
  • Rasmussen reported work the second shelter at the Schildberg Rec Area is completed. In the Spring, a cement slab will be laid down and picnic benches put in place.
  • The “Turkey Hunt” is underway. 10 wooden turkeys were randomly hidden throughout the park  systems. One of the turkeys was stolen, but returned Monday morning. The idea is to get people to explore the parks, and once the turkeys are found, to send the Parks Department a message on Facebook with a selfie, for a chance to win a turkey for Thanksgiving, courtesy area grocery stores.

Bryant said the kayak launch on the Schildberg docks have been installed, thanks to John Krogman and Elkhart Plastics. The waterless restroom he said has been repaired at Schildberg, and a new donation post was installed at the Dog Park, in an attempt to elicit funds for new amenities at the park and for maintenance and upkeep of the current park.

The goal, he said, is to hopefully get $100 per year. Already this past week, they have received $57 in cash and change dropped-off.

A proclamation signed by the governor requires everyone 2 or older to wear masks when in public, indoor spaces within 6 feet of others who aren’t member of their households for 15 minutes.

Reynolds also limited many indoor gatherings to no more than 15 people and outdoor gatherings to 30, including family get-togethers. She declared that bars and restaurants cannot stay open for in-person service past 10 p.m. And she suspended all youth and adult sports and recreational activities, except for high school, college and professional sports.

The measures begin at 12:01-a.m. Tuesday (11/17) and lasting until at least 12:01-a.m. December 10th.

Mask Use:​ Indoor spaces open to the public & State executive branch buildings·

  • Masks required when individuals are within 6 feet of one another for 15 minutes or longer with certain exceptions

Gathering Restrictions:​ Social, community, business, or leisure gatherings·

  • No more than 15 people indoors and 30 people outdoors·
  • These restrictions apply to wedding receptions, family gatherings, conventions, and other nonessential gatherings but do not apply to gatherings that occur during the ordinary course of business or government

Sporting and Recreational Events:​

  • Youth and adult group sporting and recreational gathering are prohibited except for high school, college, and professional sports

High School Sports & Extracurriculars:​ Sporting, recreational, and extracurricular events·

  • Only two spectators permitted for each high school athlete, performer or competitor, and must wear a mask and maintain 6 feet distance from other spectators·
  • Students can be closer than six feet and are not required to wear masks

Restaurants and Bars​: Restaurant or bar, including a wedding reception venue, winery, brewery, distillery, country club, or other social or fraternal club·

  • Closed to in-person services at 10:00pm·
  • No bar seating·
  • Masks required when not seated (while playing games, dancing, etc.)·
  • Six feet distancing between groups·
  • Groups limited to 8 people unless larger group is all same household·
  • Seated when eating or drinking and limit congregating

Fitness Centers:​ Fitness centers, health clubs, health spas, gyms·

  • Group fitness activities are prohibited

Casinos & Gaming Facilities:​

  • Masks required except when seated to eat or drink

Closer/Prolonged Contact Establishments:​ Bowling alleys, pool halls, bingo halls, arcades, indoor playgrounds, children’s play centers·

  • Closed to in-person services at 10:00pm·
  • Mask required when not seated to eat or drink·
  • Ensure that groups and individuals are six feet apart at establishment·
  • Groups limited to eight people unless larger group is all same household

Nonessential/elective surgeries:​

  • A hospital must reduce its in-patient, nonessential surgeries to a level that uses at least 50% fewer beds than it did on average during September 2020.
