EPA sued for scrapping livestock data collection

DES MOINES, Iowa (AP) — Environmental and animal welfare groups are suing the U.S. Environmental Protection Agency, alleging the federal agency unlawfully scrapped a rule that would have authorized the EPA to collect information from large-scale livestock confinement farms. The EPA dropped the rule in July 2012, saying it would get farm locations, waste management practices and number of animals on the properties from state and federal agencies.

The lawsuit was filed Wednesday in Washington and claims that the EPA lacks the rational basis required by law to withdraw the rule. It also says the information is critical to enforcing the federal Clean Water Act. The EPA didn’t respond to messages.

The plaintiffs are The Center for Food Safety, Environmental Integrity Project, Food & Water Watch, The Humane Society and Iowa Citizens for Community Improvement.

DES MOINES, Iowa (AP) — Governor Terry Branstad says the state will reject bids for the Iowa Communications Network. Branstad said yesterday that the bids for the statewide fiber-optic network do not reflect the value of the system. Both bids came from the West Des Moines-based Iowa Network Services.

NORTH LIBERTY, Iowa (AP) — The North Liberty City Council has taken the second step toward allowing residents to keep chickens in their backyards. The Iowa City Press-Citizen says the council voted 3-2 Tuesday for the proposed ordinance, after making some changes to it. A third approval is required before the ordinance can go into effect. Permit holders would have to complete an approved class in raising chickens.

DES MOINES, Iowa (AP) — Authorities in Des Moines are investigating a fatal collision involving the drivers of a motorcycle and SUV. Police say the crash happened yesterday morning at the intersection of 9th Street and Hickman Road in Des Moines. Fifty-seven-year-old Nicholas Otto of Urbandale died from his injuries.

IOWA CITY, Iowa (AP) — An Iowa City man has been accused of striking a child inside his neighbor’s home. The Iowa City Press-Citizen reports the incident occurred about 6 p.m. Sunday. The Johnson County Sheriff’s Office says 34-year-old Juan Canizalez-Perez barged into the home without permission and hit the child on an arm. Johnson County Jail records say Canizalez-Perez remained in custody yesterday.

Winterset area teen dies from injuries suffered earlier this month

A teen from Madison County who was injured during a rollover crash the night of August 13th, has died from his injuries. According to the McCalley Funeral Home in Adel, 16-year old Devin Ray Umbaugh, of the Adel/Winterset area, died Sunday at Iowa Methodist Hospital in Des Moines.

Umbaugh was driving a 1993 Jeep Wrangler at around 10:25-p.m. Aug. 13th, when the SUV went out of control on a 90-degree bend on a gravel road near the intersection of South 15th Street and Meadow Drive. The vehicle entered the ditch and landed on its side. The teen, who would have been a junior this year at the ADM High School, was not wearing a seat belt.

Funeral services for Devin Umbaugh will be held 11-a.m. Saturday, at the ADM High School in Adel.

Cardinals recall Blazek, option Martinez to minors

ST. LOUIS (AP) — The St. Louis Cardinals promoted a fresh arm from the minors for the second straight day, recalling rookie right-hander Michael Blazek from Triple-A Memphis and demoting rookie right-hander Carlos Martinez. The 24-year-old Blazek has appeared in 10 games with St. Louis with an 8.31 ERA in 8 2-3 innings before Wednesday night’s game against the Reds. He’s 1-2 with a 2.77 ERA and two saves in 19 games at Memphis.

The 21-year-old Martinez is one of the franchise’s top pitching prospects and earned his first career victory on Monday, working two innings of relief. The Cardinals sent rookie Tyler Lyons to Memphis on Tuesday, a day after lefty started against Cincinnati, and promoted right-handed reliever Fernando Salas.

Page County Sheriff releases more info. about escape & vehicle theft

Page County Sheriff Lyle Palmer late Wednesday afternoon, released additional details about the escape of two teens earlier in the day, and the related theft of a pickup. Palmer says at around 11:19-a.m., his office received a call from Merle Mellencamp, of 1898 Quince Avenue. The man reported his white, 2008 Ford F-250 standard cab pickup with a black grill guard, had been stolen from his farm yard within the previous 15-minutes. The keys had been in the vehicle, and the tank full of gas.

As deputies were enroute to Mellencamp’s residence, the Sheriff’s Office called the Clarinda Academy to inquire about any run-a ways that had not been reported. Official at the Academy called back later to say they had two missing females. The 14-year olds were identified as Taylor Kay Dalton, of Nevada (IA), and Jasmime Lacy Nall, of Lake Isabella, CA.

While a stolen vehicle report was being taken, law enforcement officers across southwest Iowa were notified about both the stolen pickup and the missing females. Less than an hour from when the vehicle was first reported stolen, it along with the two teenaged girls were located in Union County, near Afton.

Multi-vehicle crash on I-29 in Pott. County

A multiple-vehicle crash on southbound Interstate 29 near exit 42 this (Wednesday afternoon) has resulted in injuries and slowed traffic to a near standstill at around 2:30-p.m.. The Daily NonPareil reports at least three vehicles may have been involved. Rescue units and a medical helicopter were also called to the scene, although it’s unknown how many people were hurt or the extent of their injuries.

Rescuers from Lewis Township, Glenwood and Pacific Junction responded to the call of multiple injuries after a truck overturned and caused the multiple-car accident. Access to southbound I-29 from I-80 was shut-down as of 3:45-p.m.

Frederickson Foundation donates $500 to Special Olympic tournament

Officials with the Trevor Frederickson Memorial Fund report they recently donated $500 to go towards the District Special Olympic Bowling tournament to be held in Atlantic, on October 4th and 5th.

Project Coordinator Melanie Petty says there will be over 200 bowlers in Atlantic that weekend.  In the past participants have ranged from 12 years old to 80 years old.

Ambulance collides with pickup in Adams County, Wednesday

(updated at 1-p.m. with corrected information to show the pickup crossed the road, not the ambulance, as 1st reported by authorities)

One person was injured when an ambulance traveling in an “emergency mode,” collided with a pickup truck this (Wednesday) morning, in Adams County. The Iowa State Patrol says the 2012 Ford Adams County Ambulance Service vehicle driven by 69-year old Edward Davidson, of Corning, and  a 1990 Dodge truck driven by 46-year old Roger Moss, of Prescott, collided on on 190th Street, about one-quarter of a mile east of Prescott, at around 8:15-a.m. Officials say for reasons unknown, the pickup crossed the center line of the road, and the vehicles collided in the eastbound lane.

Moss was transported by Mercy 3 helicopter to Mercy Hospital in Des Moines. The accident remains under investigation.
